تحليل استراتژيك همكاري‌هاي علمي بين‌المللي دانشگاه‌هاي برتر ايران از منظر اعضاي هيات علمي آن‌ها با تكنيك فازي FBWM

Strategic Analysis of International Scientific Collaboration of Iranian Top Universities from their Faculty perspective, Using FBWM

زمينه و هدف: توزيع نامتقارن منابع دانش و فناوري در عصر جهاني‌شدن، و لزوم توسعه همگام با تحولات جهاني، موجب ورود ناگزير دانشگاه­ ها به همكاري­ هاي‌ علمي ‌بين‌المللي (هعب) شده و ارزيابي راهبردي وضعيت موجود از الزامات حضور اثربخش در اين عرصه است. لذا هدف اين پژوهش، ارزيابي همكاري­ هاي‌علمي ‌بين‌المللي دانشگاه­ هاي برتر ايران با رهيافت تحليلSWOT است. روش بررسي: اين پژوهش كاربردي و از نوع توصيفي-پيمايشي است. از طريق نمونه‌گيري طبقهاي نسبتي 432 عضو هيأت‌علمي 12دانشگاه برتر متشكل از 4 دانشگاه جامع، 4 دانشگاه علوم ‌پزشكي و 4 دانشگاه صنعتي به‌عنوان نمونه انتخاب شدند. ابزاز گردآوري داده‌ها، پرسشنامه محقق­ساخته بود كه روايي‌ محتوايي آن توسط متخصصان امر و با بازبيني همتايان تاييد شد و پايايي آن (آلفاي‌كرونباخ) برابر 0/816 محاسبه شد. تحليل داده‌ها نيز به روش FBWM توسط نرم‌افزارهاي لينگو و ليزرل صورت گرفت. يافته‌ها: افزايش حضور و تعامل محققان در همايش‌هاي بين‌المللي، وجود بسترهاي مناسب توسعه بين‌المللي در دانشگاه ­ها، مهم ­ترين نقاط‌ قوت؛ ناكافي‌بودن گرنت سالانه اساتيد، عدم اشراف مديران دانشگاه‌ها به هعب و تزلزل و تشتت در سياست­ هاي هعب، مهم ­ترين نقاط‌ ضعف؛ جوان‌ بودن جمعيت كشور، رفع برخي تحريم‌ها، و اقبال جامعه جهاني به پذيرش ايران در كنسرسيوم­ هاي دانشگاهي بين‌المللي، مهم­ ترين فرصت­ ها؛ و ركود اقتصادي در بيشتر كشورها، فراهم‌نبودن زمينه‌هاي سياسي براي هعب و گسترش ايران‌ هراسي و اسلام‌ هراسي در جهان، مهم­ ترين تهديدها بودند. نتيجه‌گيري: دستيابي به بخش اعظمي از اهداف سند چشم ­انداز، برنامه‌هاي توسعه و نقشه جامع علمي كشور، مستلزم هعب بوده و اين امر به‌شدت متاثر از شرايط خاص فرهنگي، سياسي، مذهبي و بين‌المللي ايران است. دانشگاه‌هاي برتر كشور بايستي با مميزي الزامات جامعه‌جهاني؛ حتي‌الامكان به استانداردهاي آكادميك بين‌المللي نزديك شوند.

Background and Objective: Asymmetric distribution of knowledge and technology in globalization era, and the necessity of global interactions for universities have led them to enter into international scientific collaboration (ISC) and strategic evaluation of status quo is required for effective participation in it. Therefore, the aim of this study was to evaluate the ISC of top Iranian universities using SWOT analysis. Materials and Methods: This was an applied descriptive survey. 432 faculty members of the top 12 universities were selected through a stratified sampling. The data-collection tool was a researcher-made questionnaire whose content validity was confirmed by experts and counterparts and its reliability was calculated using Cronbach's alpha equal to 0.816. Data analyzed through Fuzzy BWM. Result: The most important strengths included increasing presence of researchers at international conferences, and the existence of suitable international development platforms in universities; weaknesses included inadequacy of faculty annual grants, and university administrators' lack of knowledge about ISC; opportunities included the youthfulness of Iran's population, the lifting of some sanctions against Iran and international community's new appetence to acceptance of Iran in international academic consortia and finally important threats included the economic downturn in most countries; lack of political platform for ISC and the spread of Islam and Iran phobia around the world. Conclusion: International Scientific Collaboration is required for meeting many objectives of the Iran development plans, and is strongly influenced by the specific cultural, political, religious and international conditions of Iran. Top universities must meet the international academic standards and audit the requirements of international community.
