نقش هنجاري اتحاديۀ اروپا در جامعۀ بين‌الملل

NORMATIVE ROLE OF EUROPEAN unio‎n IN INTERNATIONAL SOCIETY

با توجه بهاينكه ساختارها به رفتار بازيگران اجتماعي و سياسي اعم از افراد و كشورها شكل مي‌دهند، ساختارهاي هنجاري يا انگاره‌اي (فرهنگ، زبان، مذهب، گفتمان و غيره كه هم جنبۀ شناختي دارند و هم جنبۀ ارزشي) به هماناندازۀ ساختارهاي مادي اهميت دارند. اتحاديۀ اروپا به‌عنوان يكي از مهم‌ترين و منسجم‌ترين اتحادهاي متشكل از دولت‌ها در ابعاد سياسي ـ اقتصادي، پس از جنگ جهاني دوم گام‌هاي زيادي در زمينۀ همگرايي و هماهنگي بيشتر و همچنين گسترش قلمرو خود برداشته است. اين اتحاديه مفهوم و برداشت جديدي از همكاري و همگرايي ميان دولت‌ها را وارد ادبيات روابط بين‌الملل كرده است، ولي به‌واقع براي فهم جايگاه آن به‌عنوان بازيگري مهم در جامعۀ بين‌الملل بايد با تأمل بيشتري نگريسته شود. بر اين اساس، مقالۀ پيش رو در پي بررسي نقش اتحاديۀ اروپا در شكل دادن به هنجارهاي بين‌المللي است.

Considering that structure shapes the behavior of social and political players including states, therefore, normative structures (such as culture, language, religion, discourse and etc which are both cognitive and value-based) are as important as material ones. European unio‎n, as one of most coherent unio‎ns of world both politically and economically, has taken great strides in order to reach cooperation and integration. Though the unio‎n has initiated new explanation and concept for cooperation and integration of states in the literature of International Relations, we need to study the position of the unio‎n as the important factor in international society with further reflection. Accordingly, this article is to study the role of European unio‎n in shaping international norms.
