امروزه چين از چنان سطحي از توسعه اقتصادي و جايگاه و اعتبار در صحنه بين المللي برخوردار است كه در تاريخ مدرن اين كشور بايد بي سابقه قلمداد گردد. توانمندي هاي مادي و ماهيت تعاملات و اصول حاكم برروابط چين با كشورهاي سطح اول سيستم بالاخص آمريكا شرايطي را رقم زده اند كه به فزوني فراوان همسو با اهداف تعيين شده بوسيله رهبران كشور مي باشند. سرزميني كه از زمان انقلاب 1949 براي دهه ها دشمني با آمريكا و مبارزه با اهداف جهاني اين كشور را بن مايه سياست خارجي خود قرار داده بود از زمان سفر نيكسون به چين به طور رسمي تعامل سازنده با آمريكا را سرلوحه منطق رفتار بين المللي خود قرار داده است. سوالي كه مطرح مي شود معطوف به رابطه اي است كه از نظر رهبران چين بين اصول سياست خارجي و توسعه اقتصادي قرار دارد. فرضيه اين نوشتار مبتني بر اين ديدگاه است كه از نظر رهبران چيني اقتدار بين المللي و رفاه داخلي كه يك ضرورت مي باشد تنها از بطن توامان توسعه اقتصادي مبتني بر صادرات و تعامل سازنده بين المللي بالاخص با قدرتهاي بزرگ جهاني مي باشد

Nowadays China enjoys status and reputation on the international scene which is unprecedented in its modern history. Material capabilities and the essence of China’s interactions with the first level actors of the international system especially the United States of America have brought about conditions compatible with the wishes of the country’s leaders. The country that once was one of the poorest lands on the face of the earth and economic backwardness was one of its domestic hallmarks has become the second economic power of the world. The land where its foreign policy till 1972 was based on challenging America worldwide has put pursuing a constructive international interaction with The U.S.A on top of its grand strategy. The question that has to be considered is focused on the definition China’s leaders ascribe to the relationship between principles of foreign policy and economic development. The decision making hierarchy of the country believes the expansion of the people’s welfare and gaining international authority are only possible simultaneously in the context of export based trade and constructive international interactions globally especially with the great powers of the world.
