The Trump Administration's Approach to the North Korea Nuclear Crisis

برنامه هسته­اي كره شمالي در دو دهه اخير به يكي از تهديدات جدي صلح جهاني تبديل شده است؛ به گونه اي كه نه شوراي امنيت سازمان­ملل و نه هيچ يك از روساي جمهور آمريكا نتوانسته­اند راه­حل جامعي براي آن بيابند. توافق ژوئن 2018 بين آمريكا و كره شمالي درخصوص آغاز مذاكرات بر سر برنامه هسته­اي اين كشور، يك­بار ديگر جهانيان را اميدوار، و همه نگاه­ها را معطوف به شرق آسيا ساخته است. سوال اصلي پژوهش اين است كه رويكرد ترامپ در قبال بحران هسته­اي كره شمالي چيست؟ و چه اهداف و برنامه هايي را پيگيري مي­كند؟ فرضيه اصلي پژوهش اين است كه آمريكا خلع سلاح كامل هسته­اي و تبديل كره شمالي به بازيگري مورد پذيرش جامعه جهاني را دنبال مي­كند. براي اين منظور سياست افزايش فشار منطقه­اي و جهاني بر كره شمالي و ناكارآمد نشان دادن كسب سلاح هسته­اي براي تامين امنيت، در دستور كار ترامپ قرار داد. يافته­هاي پژوهش نشان مي­دهد خلع سلاح هسته­اي كره شمالي مقدمه افزايش فشارها بر اين كشور در ساير حوزه­هاي سياسي و حقوقي براي تغيير رفتار آن در آينده است. پيونگ يانگ در صورت ادامه دادن به مذاكرات با دو وضعيت روبرو خواهد شد يا تغيير رفتار كامل و تبديل شدن به رژيمي مشابه كره جنوبي و ژاپن و يا انتظار تغيير رژيم در آينده همانند عراق و ليبي.

North Korea's nuclear program has become one of the serious threats to world peace in the past two decades. The main question of the research is that What is the Tramp approach to the North Korean nuclear crisis? an‎d what goals and plans are it pursuing? The main hypothesis of the study is that the United States is pursuing a comprehensive nuclear disarmament and transforming North Korea into an acceptable actor by the international community. To this end, the policy of increasing regional and global pressure on North Korea and sending this message to Pyongyang that nuclear weapons can not to provide its security for this country are on the agenda of the Trump. The findings of the study show that North Korea's nuclear disarmament is an introduction to increasing pressure on the country in other political and legal areas to change its behavior in the future. Pyongyang will face two situations if it continues to negotiate: a behavior change or becoming a regime like South Korea or Japan, or a regime change in the future, like Iraq and Libya.
