مناسبات«نفرين منابع» و ناكامي الگوي «دولت توسعه گرا» در دولت هاي نفت خيز خاورميانه

The Curse of Resources and the Failure of the Developmental Government Pattern in Middle Eastern Oil Rich Countries

الگوي دولت توسعه گرا عبارتي است كه براي نوع خاصي از دولت ها وضع شده و در آن از شاخصه هاي خاصي بهره گيري مي شود. هدف پژوهش حاضر، بررسي تطبيقي دو الگوي نظريِ دولت توسعه گرا و نفرين منابع در حوزۀ مطالعات توسعۀ جهان سوم با خاورميانه است تا از رهگذر واقعيت موجود چشم­اندازي براي آيندۀ منطقه جست­وجو كند. ازاين­رو، اين نوشتار حول اين پرسش شكل گرفته است كه تا چه اندازه نظريۀ دولت توسعه گرا ، با كشورهاي نفتي خاورميانه تطبيق دارد فرضيۀ نگارندگان اين است كه، مولفه هاي دولت توسعه گرا با در نظر گرفتن پديده نفرين منابع در كشورهاي نفتي خاورميانه ضعيف بوده و اين عامل در كنار تاثيرات منفي درآمدهاي نفتي كه خود منتج از ساختارهاي نهادي نامناسب است زمينه ناكامي روند توسعه را در اين منطقه باعث شده است.براي تأييد اين فرضيه و رسيدن به پاسخي مناسب براي پرسش اصلي، مقاله در دو محور اصلي تنظيم شده است: در محور نخست به دو بحث نظري در قالب نظريۀ دولت توسعه گرا و نظريۀ نفرين منابع پرداخته خواهد شد. در محور دوم تلاش مي­شود، مباحث نظري با داده­هايي از خاورميانه سنجيده شده و به نتايج مشخصي در راستاي پاسخ به پرسش اصلي دست يافت.

The developmental state model is a term used for a particular type of government, in which specific features are used. The purpose of the present study is to examine the two theoretical models of the developmental government and the curse of resources in the field of Third World Development Studies in the Middle East in order to seek out the future of the region through the present reality. Therefore, this paper focuses on the question of how far the theory of the developing state is aligned with the Middle Eastern oil countries. The authors' hypothesis is that the components of the developing state, taking into account the scourge of resources in Middle Eastern oil countries This point is weakened by the negative effects of oil revenues resulting from inappropriate institutional structures, which has led to a lack of development in the region. To confirm this hypothesis and to arrive at a proper answer to the main question, the paper is set up on two main axes: In the first place, two theoretical discussions will be devoted to the theory of developmental government and the curse of resources. In the second axis, attempts are made to discuss the theoretical discussions with data from the Middle East and to arrive at certain results in response to the main question.
