يكي از نظرياتي كه در تاريخ علم، ظهور كرده و مورد استفاده قرار گرفته است، برنامه‌ي پژوهشي ايمره لاكاتوش است. لاكاتوش معتقد است هر نظريه يك برنامه پژوهشي است كه از دو قسمت هسته سخت و كمربند محافظ تشكيل مي‌شود. هسته سخت، اساس هر انديشه و نظريه است. براي حفاظت از هسته‌ي سخت و مصون نگه داشتن آن از تغيير و تحول، كمربندهاي محافظي وجود دارد كه به نوعي تكميل كننده‌ي هسته‌ي اصلي نظريه مي‌باشد.لاكاتوش ميزان پيشرو يا پسرو بودن يك برنامه‌ي پژوهشي را به ميزان توانمندي و قابل قبول بودن فرضيه‌هاي كمكي مي‌داند. مقاله حاضر انديشه جمهوري اسلامي ايران را به عنوان يك برنامه پژوهشي در نظر گرفته است و سعي دارد به اين سوال پاسخ گويد كه، متناسب با انديشه ايمره لاكاتوش، هسته سخت و كمربند محافظ در انديشه جمهوري اسلامي چيست؟ اين پژوهش با در نظر گرفتن دين اسلام به عنوان هسته‌ي سخت، در تلاش است با برداشتي نزديك به كمربند محافظ از مفهوم مصلحت، به تبيين كاركرد آن در جمهوري اسلامي بپردازد و بر اين نكته تأكيد كند كه، مفهوم مصلحت در جمهوري اسلامي همان كاركردي را داراست كه از آن تحت عنوان كمربند محافظ در ديدگاه لاكاتوش ياد مي‌شود. لذا بكارگيري مفهوم مصلحت از سوي حاميان هسته سخت، تلاشي است تا ضمن جلوگيري از رد و ابطال هسته سخت، امكان تحول و توسعه و تحول آن‌را فراهم كند. اين مهم با استفاده از روش كتابخانه‌اي از طريق رجوع به انديشه بنيانگذار انقلاب و رهبر كنوني جمهوري اسلامي، پي گرفته شده است.
