در جمهوري اسلامي ايران به عنوان محصول انقلاب اسلامي و ارمغان آور نسخه نوين فرهنگ ايراني اسلامي لازم است عوامل پيش برنده و بازدارنده تاثيرگذار بر مولفه فرهنگي انقلاب اسلامي، ديده باني شوند سياستگذاري ها در هنگام مقتضي صورت گيرد. نائل شدن به اين مهم نيازمند تدبير و اقدام بهنگام در خصوص موضوعات نوظهور و مسائل فرهنگي است؛ در اين راستا يكي از مفاهيمي كه در گفتمان مديريت فرهنگي جمهوري اسلامي ايران پس از انقلاب پديدار گشته رصد فرهنگي است. اين مفهوم با چالش هايي در عرصه نظر و عمل همراه بوده است؛ اساسي ترين چالش، بعد و دوري آن از مفاهيم آينده پژوهي و محدود شدن به «انجام پايش وضع موجود فرهنگ» و از طرفي ضعف در روشمندي آن است؛ در حالي مفهوم رصد از بطن فعاليت هاي آينده پژوهانه پديدار گشته و بن مايه آينده پژوهي دارد و نيازمند فرايند مدون براي انجام است؛ لذا سوال اصلي اين است كه چارچوب فرايندي ديده باني فرهنگي، مناسب براي انجام فعاليت هاي ديده باني فرهنگي توسط دستگاه هاي متولي امر فرهنگ در جمهوري اسلامي ايران چيست؟ در پژوهش حاضر با كاربست مفاهيم آينده پژوهي تعريفي جديد از ديده باني فرهنگي ارائه و با نگرشي فرايندي، گام ها و فرايندهاي ديده باني فرهنگي با روش كيفي از طريق كاوش ادبيات و متن كاوي (تلخيص، عرضه و نتيجه گيري) احصاء و چارچوب فرايندي براي ديده باني فرهنگي در جمهوري اسلامي ايران ارائه شده است. به كارگيري چارچوب فرايندي ارائه شده توسط سازمان هاي فرهنگي ذي ربط، پشتيبان فعاليت هاي ديده باني فرهنگي در راستاي سياستگذاري، آينده نگاري و پاسداري فرهنگي انقلاب اسلامي ايران خواهد بود.

Achieving such important issue and guarding Islamic revolution culture needs timely initiative on new emergent issues and cultural problems; to this end، an emerged concept in Iranian management dialogue after Islamic revolution is cultural observation. Present concept has been encountered with challenges in both theory and practice. The most fundamental challenged is its from future study concept and limitation to ?monitoring cultural status quo? and weakness in its objectivity while the concept of observation is emerged from the context of future study activities and needs a well-established process. In present study، by using future study concepts، a new definition on observation is provided and by a procedural insight، cultural observation processes and steps are taken through exploring literature، case studies and a procedural framework for cultural observation in Iran. Utilizing provided procedural framework ? including 7 steps and 24 processes ? by relevant cultural organization would support cultural observation activities toward Iranian culture policy-making، foresight and guarding.
