نيازسنجي و اولويت بندي پژوهشهاي راهبردي براي توسعه علمي يك دانشكده پزشكي

Need Assessment and Priority Setting of Strategic Researches for Scientific Development of a Medical Faculty

زمينه و هدف: نياز سنجي پژوهشي بخش گسترده اي از فرايند برنامه ريزي پژوهش را به خود اختصاص داده است. اين پژوهش با هدف نيازسنجي و اولويت بندي پژوهش هاي راهبردي در راستاي توسعه علمي يك دانشكده پزشكي در ايران انجام گرفته است. روش‌ها: اين مطالعه، يك پژوهش تركيبي كه در دو فاز كيفي وكمي در سال 1394 انجام گرفت. نمونه پژوهش شامل اسناد راهبردي، 9 نفر از مسئولين سياستگذار، 31 نفر از مديران گروههاي آموزشي و 12نفر از ذينفعان يك دانشكده پزشكي در ايران بودند كه به شيوه هدفمند انتخاب شدند. داده هاي بخش كيفي با روش مرور و تحليل اسناد و مصاحبه گروهي گردآوري و با روش تحليل محتوي مورد تجزيه و تحليل قرار گرفت. در بخش كمي براي رتبه بندي معيارها از تكنيك سلسله مراتبي AHP و براي رتبه بندي عناوين از تكنيكTOPSIS استفاده شد. يافته‌ها: با تحليل داده هاي فاز كيفي تعداد 48 عنوان پژوهشي در 4 محور راهبردي احصاء گرديد. در فاز كمي الويت هاي اول پژوهشي براساس امتيازدهي خبرگان و مديران سياست گذار اين دانشكده شامل: ارائه راهكارهاي حفظ سرمايه هاي انساني (با امتياز: 713/0) در محور سرمايه انساني، نيازسنجي رشته ها و مقاطع مورد نياز بر اساس نياز سازماني و ذينفعان (با امتياز: 769/0) در محور آموزش و تربيت دانشجو، بررسي و نيازسنجي قطب هاي علمي آموزشي مورد نياز (با امتياز: 761/0) در محور توليد دانش و تعيين حوزه هاي اولويت دار بر اساس رسالت دانشكده (با امتياز: 746/0) در محور حاكميتي دانشكده به دست آمد. نتيجه‌گيري: عناوين پژوهشي اولويت بندي شده در اين مطالعه در چارچوب اهداف راهبردي دانشكده مي تواند چشم انداز توسعه علمي آن را محقق ساخته و در راستاي انجام رسالت آن پويايي لازم را داشته باشد.

Background and Aim: Researches’ needs assessment has a great contribution in the research planning process. This research has been carried out for the needs assessment and prioritization of strategic researches in the field of scientific development of a medical faculty in Iran. Methods: This research is a mixed study that was conducted in two qualitative and quantitative phases, and was completed in 2016. The research sample consisted of strategic documents, 9 policy makers, 31 managers of educational groups and 12 stakeholders from a medical faculty in Iran who were selected by a purposeful sampling method.The data of the qualitative section were gathered through reviews, analysis and documentation analysis and group interviews were done and analyzed by content analysis method. The Analytic Hierarchy Process (AHP) was used to rank the criteria and the TOPSIS technique was used to rank the titles. Results: By analyzing the qualitative phase data, 48 research topics were identified in four strategic axes. .In the quantitative phase, the first priorities of the research were based on the evaluation of experts and policy makers of the faculty determined and included: providing solutions for maintaining human capital (with a score of 0.713) in the human capital axis, the need for the assessment of the fields and sections required based on the organizational needs and stakeholders (with a score of: 0.769) in the education and training of students, evaluating and assessing the required scientific-educational poles (with a score of 0.761) in the knowledge generation axis and the identification of priority areas was obtained based on the mission of the faculty (with Score: 0.746) governance of the faculty. Conclusion: The research topics prioritized in this study (within the framework of the strategic goals of the faculty) can realize the perspective of its scientific development and make the dynamism necessary for its mission.
