اولويت‌بندي سياست‌هاي مديريت پاركينگ با رويكرد توسعه پايدار در بخش مركزي شهر شيراز

The Prioritization of Parking Management Policies by an Approach to Sustainable Development in Shiraz Central district

از جمله چالش‌هاي فراروي كلان‌شهرهاي امروزي در بخش حمل‌ونقل، تأمين فضاهاي توقف و پاركينگ است كه در بخش مركزي شهرها با توجه به تراكم بالاي جمعيت و فعاليت، اهميتي دوچندان دارد. با توجه به تغيير پارادايم، تحقيق پيشِ‌رو با هدف شناسايي و اولويت‌بندي سياست‌هاي مديريت پاركينگ در بخش مركزي شهر شيراز انجام شده است. گام نخست، مطالعه پيشينه نظري و تجارب مختلف داخلي و خارجي و شناخت رويكردهاي مختلف مديريت عرضه و تقاضاي پاركينگ است. روش تحقيق اين پژوهش بر اساس هدف، كاربردي و بر اساس ماهيت توصيفي-تحليلي است. بررسي و دسته‌بندي اين سياست‌ها در چهار گروه عمده؛ «افزايش عرضه پاركينگ»، «استفاده مؤثر از ظرفيت‌هاي موجود»، «بهبود سياست قيمت‌گذاري‌ پاركينگ» و «كاهش تقاضاي پاركينگ»، انجام پذيرفته و به استناد نظر كارشناسان، مطابق شيوه تحليل سلسله مراتبي (AHP) ضرايب اهميت هر يك از اين پارامترها مشخص شده است. در مرحله بعد، مدل طبقه‌بندي و وزن دهي شده و به هر يك از زيرمجموعه سياست‌ها (معيارها و زيرمعيارها) امتياز داده شده است. نتيجه اين پژوهش نشان مي‌دهد كه در بخش مركزي شيراز، سياست‌هاي كاهش عرضه پاركينگ و استفاده از ظرفيت‌هاي موجود در اولويت بالاتري قرار دارند. پيشنهاد مي‌شود به بهبود روش‌هاي مديريت غيرمستقيم پاركينگ نظير تشويق ديگر روش‌هاي سفر، مديريت تقاضاي سفر، گسترش حمل‌ونقل عمومي، تغيير ساعت كار واحدهاي اداري يا تجاري و انعطاف‌پذيري در ضوابط تخصيص پاركينگ در راستاي دستيابي به اهداف حمل‌ونقل پايدار توجه بيشتري شود.

Among the challenges facing modern metropolises in transport sector is providing car stopping and parking spaces, which would be more important in central district of the city due to the high population density and activity. Given the paradigm shift, the aim of this study is to identify and prioritize parking management policies in central part of Shiraz city. First, previous literatures and internal and external experiences have been studied and different approaches to managing demand and supply for parking were recognized. The research method is practical based on objective and analytic-descriptive based on the modality. These policies were reviewed and categorized in four main groups: "increasing the parking supply","the effective use of existing capacities", "improvement of parking pricing policies", "reducing parking demand"; and the importance coefficient of each category was specified using analytic hierarchical method(AHP), based on experts' opinion. Then, the model was classification and weighted and each policy subset (criteria and sub criteria) was ranked. The results indicate that policies to reduce parking supply and utilization of existing capacities have higher priorities in Shiraz central district. It is suggested that there be more attention to improve indirect methods of parking management such as; encouraging other forms of travel, travel demand management, public transport development, change in work hours of administrative or commercial units and flexibility in terms of parking allocation, to reach the objectives of sustainable development
