Urban Development Design of Shiraz City Based on Strategic Program Indicators

برنامه‌هاي موجود شهري كه در قالب طرح‌هاي جامع و تفصيلي مطرح هستند، چون بيشتر كالبدي، ايستا و سنتي بوده و در تدوين آن‌ها ابعاد اجتماعي، اقتصادي و مديريتي لحاظ نشده است، پاسخ‌گوي نيازهاي فعلي شهر نيستند و ميزان تحقق اهداف پيش‌بيني‌شده در آن‌ها بسيار ناچيز است؛ لذا گذار از الگوي برنامه‌هاي جامع شهري به سمت برنامه‌ريزي راهبردي با توجه به خاصيت تركيبي، انعطاف‌پذير بودن و پويايي آن در جهت حل مسائل و مشكلات و سازگاري با تحولات آينده، ضروري به نظر مي‌رسد. هدف از تحقيق حاضر آن است تا با روش توصيفي تحليلي به ريشه‌يابي مشكلات و نارسايي‌هاي طرح‌هاي توسعه‌ي شهري شيراز بپردازد و از طريق برنامه‌ريزي راهبردي و با استفاده از مدل سوات، مسائل و مشكلات، نقاط ضعف و قوت و فرصت‌ها و تهديدهايي كه شهر شيراز با آن مواجه است، شناسايي شود؛ در نتيجه راه‌حلي مناسب به‌منظور برطرف نمودن مشكلات و بهره‌گيري از فرصت‌ها ارائه شود. نتايج نشان مي‌دهد كه الگوي برنامه‌ريزي راهبردي مي‌تواند به‌عنوان چارچوب مفهومي مناسب و ابزاري كارآمد به كار آيد كه در تمام مراحل برنامه‌ريزي، توانِ سنجش وضعيت حال و آينده و توانِ تعيين جهت‌گيري و چشم‌انداز توسعه‌ي شهر را دارد.

Existing urban plans that are presented in the form of comprehensive plans, because they are more physical, static and traditional, and not included in the formulation of social, economic and managerial dimensions. They are not responsive to the city's current needs and the achievement of their intended goals is negligible; therefore, the transition from a model of comprehensive urban planning to strategic planning, considering its combination, flexibility and dynamism to solve problems and adaptation to future developments, seems necessary. The purpose of this study is to investigate the problems and shortcomings of Shiraz city development plans through a descriptive-analytic method. Through strategic planning and using SWAT model, issues and problems, weaknesses and strengths, opportunities and threats that Shiraz city with it encountered,be identified. As a result, an appropriate solution is needed to solve problems and take advantage of opportunities. The results show that the strategic planning model can be used as an appropriate and efficient instrumental framework that can assess the current and future status of all planning stages and determine the orientation and development prospects of the city.
