بررسي عوامل و دلايل تغيير كاربري در طرح‌هاي هادي روستاهاي شهرستان تفت طي سال‌هاي 1392-1389

The Alteration in Land Allocation against Rural Guide Plans in Taft County (2010-2013)

فرآيند مطلوب زيست در جوامع روستايي، ضرورت نياز به برنامه‌ريزي كاربري اراضي را مطرح مي‌سازد، در اين راستا سياست‌هايي براي تنظيم تحوّلات كاربري اراضي در روستاها مدنظر قرار گرفت كه يكي از مهم‌ترين اين سياست‌ها، اجراي طرح‌هاي هادي در سطح روستاها براي كنترل كاربري‌هاي موجود و پيش‌بيني كاربري‌ها آينده مي‌باشد ولي امروزه عواملي از جمله عوامل قانوني، عوامل اقتصادي، عوامل طبيعي و عوامل جمعيتي باعث شده تغييرات گسترده‌اي در كاربري اراضي بر خلاف طرح‌هاي هادي در سطح روستاها انجام گيرد‌ اين تحوّلات كه غالباً در اثر فعّاليتّ‌هاي انساني روي مي‌دهد، به دليل نبود برنامه‌ي منطقي، بي‌توجّهي به توسعه‌ي پايدار‌، نداشتن مديريت يكپارچه و بدون در نظرگرفتن محدوديّت‌هاي زيست محيطي و ... به يكي از مهم‌ترين معضلات روستاها در فضاي نوين تبديل شده است. از اين‌رو با توجه به حساسيت مسئله، اين تحقيق بر آن است تا مشخص كند كه كدام يك از عوامل مذكور بيشترين اثر را در تغييرات كاربري در سطح روستاهاي شهرستان تفت دارد و ميزان اين اثرگذاري در چه حدّ است و آيا مي‌توان اين تغييرات را در قالب مدل‌هاي رايج مناسبات شهر و روستا تجزيه و تحليل كرد. پژوهش پيش رو از لحاظ هدف كاربردي- توسعه-اي و از حيث شيوه روش تحقيق تركيبي و مختلط، حاصل روش‌هاي تحليلي – كيفي‌گرا (ژرفانگر) و توصيفي- كمي‌گرا (پهنانگر) مي‌باشد تكنيك جمع‌آوري داده‌هاي توصيفي- آماري مبتني بر روش‌هاي حضوري و كسب آمار مورد نياز از ادارات و سازمان‌ها و پردازش با نرم افزار EXCEL بوده و تكنيك گردآوري اطلاعات تحليلي بر اساس روش‌هاي اسنادي- كتابخانه‌اي (مقاله، كتاب، مجله، وب سايت‌هاي اينترنتي و... ) است. يافته‌هاي تحقيق نشان مي‌دهد در اين تغيير كاربري ها ميزان تأثيرگذاري عوامل جمعيتي و طبيعي مهم‌ترين عوامل بوده و دو عامل ديگر (قانوني و اقتصادي) را تحت‌الشعاع قرار داده است.

The provision of land-use planning in the rural settlements is considered a prerequisite of optimal living conditions. To ensure this impact, it is of utmost importance to impose regulatory provisions on land-use changes. One of the most important provisions is the rural guide plans for the control and prediction of future land allocation. However, factors composed of legal, economics, natural and social components have initiated massive changes in land-use contrary the resolutions of the rural guide plans. Notwithstanding the fact that most of these land use changes were caused by human factors, the lack of logical planning frameworks for land allocation, negligence of sustainable development considerations, absence of integrated management, and the disregard for the environmental impacts of relevant activities all play a part in the outcome. With regard to sensitivity of the issue, this research tries to clarify which of the factors is more responsible for land-use changes in Taft County.. The current study is based on the findings of an applied research, which draws on a combination of qualitative and quantitave methods. The descriptive data were acquired from field observations in the rural setting, as well as in depth study of the available documents in physical or virtual archives. The field data were gathered through interviews with the rural residents in addition to first hand observation of the impacts of land-use changes on different dimensions of the rural settlement. Results indicate that the impact of factor pertaining to rural population and environmental issues in greater than other proposed factors, and has undermined the impact of legislative and economic considerations on land allocation.
