ريخت‌شناسي و بازخواني وجوه رفتارشناختي فراخوان در سازمان‌هاي دولتي

The Morphology and Review on Behavioral Dimensions of Calling in Public Organizations

بر پايه نگاهي كلاسيك در حوزه دانش مديريت دولتي، شايسته است اداره‌كنندگان امور عمومي خود را كساني بدانند كه براي خدمت به عامه فراخوانده شده‌اند. بر اين اساس و با نگاهي استعاري، اگر امور عمومي به مثابه يك دعوت و فراخوان دانسته شوند، سزاوار است كه اعضاي سازمان‌هاي دولتي خود را در معرض چنين فراخوان و دعوتي ببينند. از آنجا كه سازه فراخوان واجد درجه بالايي از انتزاع است، مادام كه در معرض كالبدشكافي و ريخت‌شناسي نظري قرار نگيرد، مخاطبان دعوت به فراخوان‌داني سمت‌هاي دولتي، فهم نامنسجم و گسيخته‌اي از قالب و محتواي آن خواهند داشت. مضاف بر اينكه، پيامدها و كاركردهاي رفتاري آن نيز مي‌تواند براي ايشان محل پرسش و بحث داشته باشد. مطالعه حاضر كوششي نظري است تا در كنار وصفي ريخت‌شناسانه (كندوكاو در تعاريف و حدود و ثغور، ويژگي‌ها و گونه‌ها) از پديده فراخوان در سازمان‌، در يك بازخواني به بررسي وجوه رفتارشناختي آن بپردازد.

According to a classical view in public administration, public administrators are expected to perceive themselves as the ones who have been called to serve the public. On such a basis and through a metaphorical view, if pubic administration is perceived as a “calling”, members of public organizations are to consider themselves subject to such a calling. Due to the high degree of abstraction of the construct “calling”, as long as it is not subjected to theoretical morphology, the addressees and targets of such calling would have no coherent understanding of its form and content; Moreover, its behavioral outcomes and functions might be dubious and controversial for them. In this regard, this study is a theoretical attempt to review the behavioral aspects of calling in organization; In addition, it attempts to offer a morphological description of calling, through exploring its definitions, limitations, specifications and species.
