A Reflection on the Meaning of the "Model" in the Islamic-Iranian Model of Progress: Contemplations from Public Policy Perspective

اگرچه ايران پيش و پس از انقلاب درگير برنامه‌هاي متعدد توسعه بوده، اما موضوع توسعه هيچ‌گاه موضوع جدي محافل علمي ايران نبوده است. با وجود آنكه چندين حوزه دانشگاهي از جمله اقتصاد، جامعه‌شناسي، مديريت دولتي، علوم سياسي و مانند آن به ظاهر متصدي مباحث علمي اين حوزه بوده‌اند، ولي در عمل پيشرفت جدي حاصل نشده است. شايد يكي از دلايل جدي آن، نبود يك حركت منسجم و تعامل هم‌افزا بين كليه رشته‌هاي مختلف دخيل در موضوع توسعه باشد. در اين ميان، برخي رشته‌ها جمع‌آوري‌كننده و تسهيل گر حركت جمعي همه رشته‌ها به سوي نظامي از الگوها در توسعه هستند كه در اين مسير هم چندالگويي را جايگزين تك‌الگويي كرده و هم اذهان عمومي را براي اين تغيير آماده مي‌كنند. يكي از بهترين رشته‌ها براي اين حركت، خط‌ مشي‌گذاري عمومي است. سازوكار اين تغيير در اين پژوهش آمده است.

Although Iran has been involved in several development programs before and after the revolution, the issue of development has never been a serious concern in Iranian scientific communities. Despite the fact that several academic fields such as economics, sociology, public administration, and political science have apparently been responsible for this subject, no significant progress has been made in practice. Conceivably one of the main reasons is the lack of a coherent move and synergetic interaction among all involved fields pertinent to the subject of development. In the meantime, some fields collect and facilitate the collective movement of all fields toward a system of development models, in which multi-model system is replaced with mono-model system and public minds are being prepared for this change. One of the most preeminent fields for this change is public policy. The mechanism of this change is discusses in this paper.
