انتخاب راهبرد برتر در وزارت بهداشت، درمان و آموزش پزشكي از نگاه خبرگان برنامه ريزي بر پايه مدل فرآيند برنامه‌ريزي راهبردي (مبتني بر نگرش تجويزي)

Choose the best strategy in the Ministry of Health and Medical Education of experts at the model-based planning process, strategic planning : Based on a prescriptive approach

زمينه و هدف: اهميت تدوين راهبرد در سطح سازمان‌ها در مواجهه با محيط پيچيده، به ميزان زيادي در پژوهش‌هاي مختلف مورد بحث قرار گرفته، اما درباره ارزيابي راهبردها و انتخاب راهبرد برتر در جهت نيل به برتري سازماني، مطالعات كمتري انجام شده است. هدف اين مطالعه توجه به اين مهم و انتخاب راهبرد برتر در وزارت بهداشت بر پايه مدل فرآيند برنامه‌ريزي راهبردي مبتني بر نگرش تجويزي است. روش بررسي: مطالعه حاضر از حيث هدف كاربردي، از نظر شيوه انجام نيز از رويكرد كمي استفاده نموده است. از حيث نحوه گردآوري داده‌ها، از نوع توصيفي و از شاخه مطالعات ميداني و روش انجام پژوهش به صورت كتابخانه‌اي و پيمايشي است. ابزار گردآوري اطلاعات، مطالعات كتابخانه‌اي و مصاحبه به كمك ماتريس هاي فرايند برنامه ريزي راهبردي با خبرگان برنامه ريزي مي‌باشد. يافته ها: از ميان چهار راهبرد تعيين شده: افزايش دسترسي به خدمات، جذب نيروي انساني مجرب و آموزش‌ديده، بهبود آگاهي و افزايش سواد سلامت افراد جامعه و بسترسازي مناسب جهت بهره‌مندي يكسان از خدمات، راهبرد افزايش دسترسي به خدمات، با كسب امتياز 136در ماتريس مدل ذينفعان برنامه‌ريزي راهبردي و امتياز 4.6 در ماتريس برنامه‌ريزي استراتژيك كمي (QSPM) به عنوان راهبرد برتر در وزارت بهداشت تعيين شد. نتيجه گيري: نتايج اين پژوهش مي‌تواند به بهبود عملكرد در محيط پيچيده امروز سازمان‌ كمك كند. انتخاب راهبرد برتر وزارت بهداشت از جمله يافته‌هاي اين پژوهش است كه به مديران دانشگاه ها و سازمان هاي تابعه كمك مي‌كند تا برنامه‌ريز‌ي هاي خود را مبتني بر اين راهبرد و بر اساس اين فرايند تدوين نمايند.

Background and Objective: The importance of strategy formulation in organizations facing complex environment, a lot of research is discussed.But on the evaluation of strategies and select the best strategy to achieve organizational excellence, few studies have been done.The purpose of this study is important due to the superior strategy and selection process of strategic planning in the Ministry of Health on the basis of model-based approach is prescriptive. Methods: The purpose of this study in terms of application, in terms of the way the approach is little used. In terms of data collection, descriptive and field studies branch and library research and survey methodology. Data, library studies and interviews with experts to help matrices strategic planning process is planned. Result: Of the four defined strategy: Increase access to services, The recruitment of experienced and trained, Improve awareness and increase the health literacy of the population and good infrastructure in order to benefit from the same services, Strategies to increase access to services, with a score of 136 in the matrix stakeholder model of strategic planning and strategic planning matrix slightly by 4.6 points (QSPM) in the Ministry of Health was designated as the best strategy. Conclusions: The results of this research can help improve performance in today's complex organizations.Among the findings is the best strategy in the Ministry of Health that help The managers of universities and affiliated organizations for planning based on the strategy and the development process
