فساد اداري و تاثير آن بر توسعة كارآفريني: شواهدي از مؤسسه ديده‌بان كار‌آفريني

Administrative corruption and its impact on entrepreneurship development: Evidence From Global Entrepreneurship Monitor Institute

ر سال‌هاي اخير پژوهش در حوزه فساد اداري مورد توجه و رو به رشد بوده است. فساد پديده‌اي همه‌گير و جهاني است و مبارزه با آن در همه كشورهاي جهان چالشي اساسي است. با تمام برنامه‌ريزي‌ها و توجهي كه از سوي كشورها در زمينه مبارزه با اين پديده صورت گرفته،ولي همواره شاهد وجود آن در ابعاد گوناگون جوامع هستيم. موضوع كار‌آفريني يكي از محورهاي مورد تأكيد در رشد و توسعه اقتصادي است. توسعه اقتصادي به‌طور عام و كار‌آفريني به‌‌طور خاص از حوزه‌هايي هستند كه مي‌توانند تحت تأثير فساد اداري قرار گيرند.اين پژوهش به تبيين رابطه فساد اداري و توسعه كار‌آفريني مي-پردازد.جامعه آماري پژوهش 79 كشور منتخب عضو (GEM) است. نوع مطالعه توصيفي و داده هاي اين پژوهش از موسسه شفافيت بين‌الملل و موسسه توسعه جهاني كارآفريني بين سالهاي 2011 تا 2015 جمع آوري شده است. نتايج نشان مي-دهند هرچه شاخص فساد كشورها كاهش پيدا كرده و به سمت پاك بودن حركت مي‌كنند، بر ميزان كار‌آفريني كشورها افزوده شده بطوريكه بين فساد و كار‌آفريني رابطه‌اي معكوس و معنادار وجود دارد.

In recent years, the study on the corruption in the governmental sector has been concerned and grown. Corruption is an endemic and global phenomenon and therefore, it should be acknowledged that the corruption and dealing with it are challenge in many countries of the world. Given the plans have been accomplished to deal with this phenomenon by the countries, but we witness its growing trend in different sectors of the society again. The entrepreneurship subject is one of the topics emphasized in the economic development. The economic development publicly and entrepreneurship specifically are from the domains which are not immune from these effects. This research explains the relationship between administrative corruption and entrepreneurship development. The statistical population of the research includes 79 countries selected from GEM members. The type of study is descriptive and data of this research has been gathered from the institute of Transparency International (TI) and the Global Entrepreneurship Development Institute (GEDI) among the Years (2011-2015). The results of the research indicate that whatever the corruption index of countries has been reduced and moves toward cleanness, the amount of the countries' entrepreneurship has been increased and there is a negative and significant relation between the corruption and entrepreneurship.
