سياست خارجي اتحاديه اروپا در قبال جمهوري اسلامي ايران؛ از رئاليسم تا تعامل سازنده

European unio‎n’s Foreign Policy toward Islamic Republic of Iran; from Realism to Constructive Interaction

اتحاديه اروپا يكي از مهم‌ترين و برجسته‌ترين بازيگران عرصه نظام بين‌الملل است كه در زمره تأثيرگذارترين و موفق‌ترين بازيگران در راستاي تأمين صلح و امنيت بين‌المللي و ايجاد همگرايي منطقه‌اي به شمار مي‌رود. نظر به اهميت روابط متقابل جمهوري اسلامي ايران و اتحاديه اروپا، در اين پژوهش در تلاشيم تا اصول حاكم بر سياست خارجي اتحاديه اروپا در قبال جمهوري اسلامي ايران را با استفاده از روش توصيفي-تحليلي مطالعه كنيم. اين پژوهش در تلاش است تا به اين پرسش پاسخ دهد كه رويكرد سياست خارجي اتحاديه اروپا در قبال جمهوري اسلامي ايران در طول تاريخِ روابط موجود ميان اين دو كنشگر چه رويكردهايي را سپري كرده است. با اين پيش‌فرض كه در دولت يازدهم تأكيد دستگاه سياست خارجي جمهوري اسلامي ايران در قبال غرب بر تعامل سازنده بوده است، مقاله حاضر بيان مي‌دارد كه پس از گفت‌وگوها و مذاكرات ميان جمهوري اسلامي ايران و اتحاديه اروپا، در سايه رفع تحريم‌ها و بازگشت فضاي سياسي مبتني بر تعامل سازنده اين بستر فراهم آمده تا موانع موجود بر سر راه روابط سياسي كاهش‌يافته، زمينه آغاز دوراني جديد فراروي اتحاديه اروپا و جمهوري اسلامي ايران فراهم آيد.

European unio‎n is one of the most important and the most prominent actors of international system which is among the most effective and the most successful actors in order to provide international peace and security, and to make regional integration. Due to the importance of mutual relations between Islamic Republic of Iran and European unio‎n, at this survey, we try to study the principles of European unio‎n’s foreign policy toward Islamic Republic of Iran by using library method and reviewing written sources. Also this survey tries to find a suitable answer for the question that what were different approaches of foreign policy between these two actors during the history? By the assumption that in recent years the emphasis of Islamic Republic of Iran’s foreign policy toward the west was changed based on constructive interaction, our studies show that after negotiations between two sides, and in the shadow of removing sanctions and the return of political space based on constructive interaction, there will be a platform to reduce obstacles in front of political relations, and to start a new era in front of European unio‎n and Islamic Republic of Iran.
