Criteria of teaching ranking in Iran and world universities

زمينه و هدف: مقايسه وضعيت علمي دانشگاههاي مختلف در سطح ملي و جهاني تحت عنوان رتبه بندي دانشگاهها انجام مي گيرد. موضوع بهبود كيفيت آموزشهاي دانشگاهي، جزء لاينفك مديريت آموزش عالي كشور است. مشخص بودن شاخصهاي دقيق اندازه گيري، از جمله پيش شرطهاي اساسي دستيابي به كيفيت مطلوب نظام هاي آموزشي است. در رتبه بندي كنوني به شاخص هاي آموزشي به خوبي پرداخته نشده است و لزوم بازنگري نظامهاي رتبه بندي جهاني بر اين اساس ديده مي شود. براي اين منظور پژوهش حاضر با هدف تبيين و شناخت شاخصهاي آموزشي رتبه بندي دانشگاههاي ايران و جهان طراحي و اجرا شده است. روش بررسي: مرور نظام مند متون براي آگاهي از جديدترين رويدادها در نظامهاي رتبه بندي جهاني و شاخصهاي آموزشي آنها از طريق جستجو در پايگاههاي داده اي اينترنتي، و ژورنالهاي معتبر آموزشي و كتب منتشر شده، گزارش هاي رسمي ملي و بين المللي، مقالات ارائه شده در كنفرانس ها و مجلات ملي و بين المللي، پژوهش و ارزيابي پروژه ها و پايان نامه هاي دانشگاهي، اخبار و گزارش ها از نشريات مرتبط با رتبه بندي انجام شد. يافته ها: انجمن دانشگاههاي اروپا در سال 2013 گزارشي را منتشر كرده است كه ضمن بررسي وضعيت نظامهاي رتبه بندي كنوني به بيان ابزار جديد و پژوهشي جديد پيرامون روش رتبه بندي آموزشي دانشگاهها پرداخته است. در اين پروژه شاخصهاي آموزشي عبارتند از: ميزان هزينه اي كه صرف ياددهي و يادگيري مي شود از كل هزينه ها، ميزان و نرخ فارغ التحصيلي، بين رشته اي كردن برنامه ها، ميزان نسبي فارغ التحصيلان بيكار، طول مدت زمان تحصيل، سرمايه گذاري در مراكز مهارت يابي و لابراتوارها، نسبت كاركنان داراي مدرك دكترا، ورود موضوعات و مباحث استخدام در كوريكولوم تسهيلات كامپيوتري، دسترسي به اينترنت و پشتيباني، و توجه به تعادل جنسيتي دانشجويان. همچنين به توسعه سنجش پيامدهاي يادگيري آموزش عالي و معيارهاي رضايتمندي دانشجويان در رتبه بندي آموزشي اشاره شده است. نتيجه گيري: با توجه به مساله جهاني شدن آموزش و گسترش مراكز آموزشي ضرورت ارزشيابي كارايي دانشگاه ها نمايان است. شاخصهاي آموزشي به عنوان يكي از مكانيسم هاي تحليل كارايي دانشگاه ها و قضاوت در مورد آنها از اهميت ويژهاي بر خوردارند. جمع آوري و ارائه اين شاخصها براي ارتقاي آموزش عالي كشورمان و دستيابي به جايگاه مناسب جهاني در رتبه بندي، گام كوچكي است كه مي تواند مقدمه اي براي تدوين استانداردهاي آموزشي رتبه بندي كشورمان باشد.
