موانع جذب سرمايه گذاري در حوزه شهري (مورد مطالعه: استان لرستان)

Barriers to absorb investment in urban area (case study: Lorestan Province)

جذب سرمايه‌گذاري در حوزه شهري، عاملي مهم و تأثيرگذار بر پيشرفت و رونق اقتصاد شهري است. سرمايه‌گذاري در هر استان تحت تأثير مجموعه‌اي از عوامل كلان كشور و عوامل خاص آن استان است. اگر در جامعه‌اي، سرمايه‌گذاري در حد و اندازه لازم صورت نگيرد، رشد اقتصادي كند يا متوقف ميشود. طي سال‌هاي اخير با ابلاغ سياست‌هاي اصل 44 قانون اساسي و قانون جلب و حمايت از سرمايه‌گذاري خارجي، زمينه افزايش مشاركت بخش خصوصي در امر سرمايه‌گذاري فراهم شده است؛ از اين‌رو هدف اين پژوهش، بررسي موانع جذب سرمايه‌گذاري در حوزه شهري در استان لرستان مي‌باشد. در اين پژوهش، داده‌ها به وسيله پرسشنامه از يك نمونه 189 نفري، متشكل از خبرگان اقتصادي و كارشناسان اقتصادي سازمان‌ صنعت، معدن و تجارت استان لرستان در سال 1394، گردآوري شده است. براي تجزيه‌و‌تحليل داده‌ها، از آزمون‌هاي t تك‌گروهي و تحليل واريانس يك‌طرفه استفاده شده است. نتايج پژوهش نشان دادند كه وضعيت توسعه زيرساخت‌هاي سرمايه‌گذاري، وضعيت ريسك (عدم‌امنيت) سرمايه‌گذاري، نگرش سازمان‌ها و مؤسسات دولتي نسبت به سرمايه‌گذاري و وضعيت قوانين و مقررات سرمايهگذاري بر جذب سرمايه‌گذاري در استان لرستان، تأثير زيادي دارند.

Absorbing investment in urban area is an important factor affecting progress and prosperity of the urban economy. Investment in any province is affected by a set of major factors in the country and specific factors of that province. If it is not invested appropriately in any society, economic growth will be slowed or stopped. During last years, by notifying the policies of Article 44 of the constitution and law of attraction and protection of foreign investment, the ground has been prepared to increase private sector participation in investment. Thus, this research aims to investigate the barriers of absorbing investment in urban area in Lorestan Province. Data were collected by questionnaire from a sample of 189 economic experts and masters in the Organization of Industry, Trade and Mine in 2015. To analyze data, one sample t-test and ANOVA were used. The results indicated that development of investment infrastructures, risk (insecurity) of investment, organizations and governmental institutions’ attitude toward investment, and rules and regulations of investment affect extremely investment in Lorestan Province.
