عوامل مؤثر بر مشاركت بخش خصوصي، به عنوان رهيافتي در تأمين منابع پايدار مالي پروژه‌هاي شهرداري

The Effective Factors on Private Sector Cooperation as an Approach to Finance Sustainable Recourses of Municipality Projects

جذب سرمايه‌هاي بخش خصوصي و سرمايه‌هاي خارجي براي اجراي پروژه‌هاي شهرداري‌ها، از روش‌هاي معتبر تأمين منابع مالي در حوزه مديريت شهري، محسوب مي‌شود. هم اكنون يكي از رويكردهاي اصلي در حوزه‌هاي مديريت شهري و روستايي در كشور، حركت به سمت شناسايي درآمدهاي پايدار، روش‌ها و ابزارهاي جديد تأمين منابع مالي؛ نظير جذب سرمايه‌گذاران داخلي و خارجي مي‌باشد. هدف اين پژوهش، بررسي عوامل مؤثر بر مشاركت بخش خصوصي، در تأمين منابع پايدار مالي پروژه‌هاي شهرداري است. با توجه به داده‌هاي گردآوري شده، بخشي از سرمايه‌گذاران بالقوه، در پروژه‌هاي شهري، شركت نمي‌كنند؛ بر اين اساس، استفاده از روش‌هاي معمول اقتصادسنجي، داراي نتايج ناسازگار مي‌باشند. بنابراين به منظور تخمين پارامترهاي اين تابع، از روش لاجيت و پروبيت كه براساس تابع حداكثر درست‌نمايي مي‌باشد، استفاده شده است. لازم به ذكر است براي تخمين تابع، از نرم‌افزار stata استفاده شد. جامعه آماري پژوهش، شهر و شهرداري تبريز مي‌باشد و داده‌هاي مورد نياز با روش پيمايشي و ابزار گردآوري اطلاعات پرسشنامه و يافته‌هاي ميداني بوده است. در پژوهش حاضر، از روش نمونه‌گيري تصادفي و براي تعيين حجم نمونه مورد نياز، از فرمول كوكران و جدول مورگان استفاده شده است. يافته‌هاي اين پژوهش گوياي اين هستند كه عواملي؛ مانند بهبود فضاي كسب وكار و قوانين كاراي تضمين‌كننده سود كارگذار خصوصي، باعث افزايش مشاركت بخش خصوصي، در اجراي پروژه‌هاي شهري مي‌شوند و متقابلاً، وجود بوروكراسي و نبود ظرفيت‌سازي‌هاي مناسب، روند كار را به تعويق مي‌اندازد.

Absorbing finances from the private and foreign sectors for implementation of municipalities’ projects are counted as valid methods of providing financial resources in urban management field. Currently, one of the main approaches in urban and rural management fields in the country is reducing dependencies on governmental aids and dues and moving toward identifying T stable earnings and new instruments of providing financial resources such as: attracting domestic and foreign investors. The main goal of this research is studying the effective factors on the participation of private sector providing stable financial recourses for municipality projects. According to the collected data, part of the potential investors do not participate in urban projects, therefore, using usual econometric methods have incompatible results. In order to estimate the parameters of this function, Logit and Probit method based on the maximum likelihood function is used. It is necessary to mention that for estimating function, Stata software is used. The statistical population is Tabriz city and its municipality. Required data were collected via survey method and the instruments of data collection were questionnaire and field findings. In this study, random sampling method was used and for determining the required sample size Cochran formula and Morgan table were used. The findings of this research show that factors such as improving business environment and efficient laws which guarantee the profit of private functionary make private sector increase the implementation of urban projects, and the presence of bureaucracy and lack of suitable capacity building delay the process mutually
