اولويت‌بندي عوامل مؤثر بر امنيت ورزشگاه‌هاي فوتبال ايران با استفاده از روش تحليل سلسله‌ مراتبي

Prioritizing Factors Affecting the Security of Iranian Football Stadiums Using Analytical Hierarchy Process

هدف اين پژوهش شناسايي عوامل اصلي مؤثر بر امنيت ورزشگاه‌هاي فوتبال ايران و اولويت‌بندي آنها با استفاده از روش تحليل سلسله‌مراتبي جهت تصميم‌گيري‌هاي آينده بود. در بخش كيفي پژوهش عامل‌هاي اصلي مؤثر بر امنيت ورزشگاه‌هاي فوتبال ايران طي دوازده مصاحبۀ نيمه‌ساختاريافته با كارشناسان شناسايي شد. در بخش كمي نيز هفده كارشناس، پرسشنامه‌هاي AHP را تكميل كرده و عامل‌هاي اصلي شناسايي‌شده در بخش كيفي پژوهش را به‌صورت دوبه‌دو مقايسه كردند. چهار عامل زيرساختار، حفاظت فيزيكي ورزشگاه، برنامه‌ريزي و مديريت مسابقه و نيز پرسنل و كاركنان به‌عنوان مهم‌ترين عامل‌هاي مؤثر بر امنيت ورزشگاه‌ها شناسايي شدند. نتايج تحليل سلسله‌مراتبي نشان داد عامل زيرساختار با وزن 0/460 بيشترين نقش را در امنيت ورزشگاه‌هاي فوتبال ايران دارد. عامل‌هاي حفاظت فيزيكي ورزشگاه، برنامه‌ريزي و مديريت مسابقه و نيز پرسنل و كاركنان به‌ترتيب با اوزان 0/204، 0/173 و 0/162 در اولويت‌هاي بعدي قرار گرفتند. مي‌توان گفت عوامل متعددي بر ارتقاي سطوح امنيت ورزشگاه‌هاي فوتبال تأثير دارند، اما براساس يافته‌هاي اين پژوهش سرمايه‌گذاري روي زيرساختارها و به‌ويژه طراحي و ساخت ورزشگاه و نيز فناوري به‌عنوان عوامل بسيار مهم و ضروري شناسايي شد كه به‌منظور بهبود امنيت ورزشگاه‌هاي فوتبال ايران بايد به آنها توجه شود.

This study aimed at identifying critical factors affecting the security of Iranian football stadiums and prioritizing them using the Analytical Hierarchy Process (AHP) for future decisions. In the qualitative stage of the study, the main factors affecting the security of Iranian football stadiums were identified in 12 semi-structured interviews with experts. In the quantitative stage, 17 experts completed AHP questionnaires and compared identified factors in a pairwise manner. 4 factors, namely infrastructure, physical protection of the stadiums, game planning and management and personnel and staff were recognized as those main factors affecting the security of the stadiums. The results of Analytical Hierarchy Process indicated that the infrastructure (weight=0.460) played the most important role in the security of Iranian football stadiums, followed by stadium physical protection (0.204), game planning and management (0.173), and personnel and staff (0.162) respectively. It can be stated that numerous factors affect the enhancement of security levels in football stadiums; however, based on the results of this study, investment in infrastructure, particularly stadium design and building and stadium technology was identified as a critical area that requires attention to improve the security of the Iranian football stadiums
