Iran and Central Asia, Regional Trends and Future Prospects

اين مقاله به بررسي پيامدهاي روندهاي اقتصادي، سياسي، امنيتي و ارتباطاتي و هم گرايي منطقه اي در آسياي مركزي براي منافع جمهوري اسلامي ايران متمركز است. پس از فروپاشي شوروي و استقلال دولت هاي قزاقستان، تركمنستان، تاجيكستان، قرقيزستان و ازبكستان، آسياي مركزي به عنوان يك زيرسيستم فرعي در عرصه بين المللي در حال تكامل بوده است، اين منطقه به طور فزاينده اي به عرصه اي براي كشمكش و نيز همكاري قدرت هاي مطرح پيراموني و نيز ايالات متحده به مثابه يك قدرت فرامنطقه اي تيديل شده است، بر اين اساس حضور قدرت هاي پيراموني به عواملي اثرگذار بر پويش ها و روندهاي اقتصادي، سياسي، امنيتي و ارتباطاتي اين حوزه تبديل گريده است، و همانگونه كه منافع اين بازيگران بر روندهاي منطقه اي آسياي مركزي تاثير مي گذارد اين روندها نيز بر منافع بازيگران ذي نفع اثرگذار هستند، در اين راستا از بدو فروپاشي شوروي تحولات برجسته آسياي مركزي بر منافع جمهوري اسلامي ايران به عنوان يك قدرت مطرح پيراموني تاثيرگذاشته اما آنگونه كه يافته هاي اين مقاله نشان مي دهد سياست ايران به طور كلي در اين حوزه فاقد خلاقيت هايي بوده است كه براي اغتنام فرصت ها و بهره بري بيشتر در جهت افزايش ثروت، نفوذ و قدرت ملي كشور در اين منطقه ضرورت دارد.

Central Asia is an integral part of the strategic environment of Iran, which has become an important concern for Iranian policy-makers with independence from the Russian federation. Over the past three decades, major trends have begun in the four areas of development, communication, integration and security in the region. Each of them has been of special importance to Iran. The purpose of this article is to examine these trends and the role of Iran in them. The author's main idea is that Iran's role in the region is more defensive, prudence, preserving the status quo and moving alongside Russia's foreign policy. No operational initiative can be seen. In fact, although Iran may have not lost something, it has not achieved anything. Iran's policy in this region has been overshadowed by Iran's policy in other areas and issues like hostility with the United States. As a result of the fact that, given Iran's importance, but its real role is very small, Iran can be considered as a missing link of cooperation and the convergence of the region and the strategic capacities of Iran is ignored. Research method in this article is the research process by focuses on the four main issues of in the region and using the qualitative analysis of the last studies and the knowledge of significant reserches in this region.
