برداشت از «نقش ملي» و تأثير آن در تحول سياست خارجي ايران

Impression of the "national role” and its Impact on Iran's Foreign Policy

هدف پژوهش حاضر، بررسي و تحليل عوامل تاثير گذار در جهت‌گيري‌هاي سياست خارجي ايران و نقش آن در تحقق يافتن اهداف ملي است. عوامل سازنده، تغييردهنده، استمرار و تغيير سياست خارجي ايران، تعاطي و تقابل اين كشور با ساير كشورها يكي از مسائل مهم و كليدي براي افزايش يا كاهش جايگاه، نفوذ، اقتدار و مشاركت فعال در سطح منطقه و جهان است. پژوهش حاضر مي‌كوشد با استفاده از ابزارهاي تحليلي كه «نظريه نقش» در سياست خارجي ارائه مي‌دهد، به اين سؤال اصلي پاسخ دهد كه چگونه سياست خارجي دولت‌ها بر مبناي «برداشت از نقش ملي» شكل مي‌گيرد و اين برداشت‌ها چه تأثيري در تحول سياست خارجي و درنتيجه چه نقشي در دستيابي به اهداف كلان ملي دارد؟ فرضيه اصلي مقاله اين است كه برداشت‌هاي متفاوت از نقش ملي توسط گفتمان‌هاي تجربه‌شده در ايران، به اجراي سياست خارجي متفاوت و گاها متعارض منجر شده است. و در نهايت به اين نتيجه مي‌رسيم كه تشتت در «برداشت از نقش ملي»، منجر به عدم استفاده مطلوب از ابزار «سياست خارجي» جهت تحقق اهداف ملي خواهد شد.

The purpose of this study was to investigate and analyze the factors affecting Iran's foreign policy orientation and its role in achieving national goals. One of the key issues for increasing or decreasing the position, influence, authority and active participation of the region and the world is the constructive, changing, continuity and change of Iran's foreign policy, the tension and confrontation of this country with other countries. The present research attempts to answer the main question using the analytical tools provided by the "theory of role" in foreign policy, how the foreign policy of governments is based on "taking on the national role" and how these perceptions affect the development of foreign policy and What role does it play in achieving national macro goals?.. The main hypothesis of the paper is that different perceptions of national role by the discourses experienced in Iran have led to the implementation of different and sometimes contradictory foreign policy. Finally, it was concluded that the combination of "taking over from a national role" would lead to the inappropriate use of the "foreign policy" tool to achieve national goals.
