تبيين جنبش‌هاي عربي بر مبناي مدل حكمراني خوب

Study and Evaluation of change in government and the political system in Arab countries Based on the theoretical model of good governance

خيزش‌هاي مردمي كه از آغاز سال 2011 ميلادي در تعدادي از كشورهاي عربي منطقه خاورميانه و شمال آفريقا رخداد، بسياري از تحليل‌گران و پژوهشگران سياسي را با اين دو پرسش مهم مواجه نموده است كه ماهيت و ويژگي بنيادي اين جنبش‌ها چيست؟ و عمده‌ترين علل اين تحولات سياسي كدام است. پس از آن تبيين‌ها و تحليل‌هاي مختلفي پيرامون اين تحولات مطرح شد و مجامع مختلفي به علل اين تحولات پرداختند. در اين ميان ارزيابي نهادهاي بين المللي و بويژه بانك جهاني از علل اين تحولات اهميت دارد و موضوع درخور توجه براي پژوهش است. سئوال پژوهش حاضر اين است كه از نظر نهادهاي بين المللي و بصورت مشخص بانك جهاني علل اصلي تحولات سياسي در كشورهاي عربي چيست. نگارندگان بر اين باورند كه نهادهاي مذكور، تحولات سياسي در كشورهاي عربي را در قالب مدل «حكمراني خوب» تحليل و تبيين نموده و جنبش‌هاي مذكور درخاورميانه را به ضعف اين مدل از حكمراني در كشورهاي مورد بحث ارتباط داده‌اند. بر اين اساس پژوهش حاضر در تلاش است تا در قالب چهارچوب مفهومي مذكور و با رويكردي نوآورانه به تبين علل انقلاب‌هاي عربي بپردازد. اگرچه تحليل مذكور به عنوان تحليي يك جانبه، داراي نواقصي است و برخي مؤلفه‌هاي مهم در تحولات اين كشورها را در نظر نگرفته است.

Popular uprisings that started in 2011 occurred in a number of Arab countries in the Middle East and North Africa ,Many scholars and Political scientists faced with two important questions that first is, what is the Nature and basic characteristic of this movement? Secondly, people in this country are looking for? These developments show that in recent decades the nature of political movements in the Arab world is faced with major changes. While the Cold War, Movements and revolutions Arabic have Independence and anti-colonialist nature, but with the collapse of the Soviet Union, speeding up the process of globalization, the media and the dramatic developments in information technology ; in particular ,development of social network such as Facebook and Twitter and influence people, especially the youth of these countries as a majority of the countries of these developments, the expectations and desires of the people and the nature and characteristics arising from movements fact, the people in these countries achieve "good governance" and the most important indicators such as citizens' voice and accountability, government transparency, eliminate corruption and to comply with the Act and these upheavals can be a response to poor performance in meeting the demands of Arab countries considered or and these upheavals can be a response to the poor performance of Arab countries to fulfill the demands considered.
