The Management Methods of the Greatest Prophet (Consultation)

يكي از اصولي كه قريب به اتفاق محققان مسلمان آن را ركن و پشتوانه‌ي حكومت اسلامي دانسته‌اند، اصل شورا است. قرآن در مواردي به اين اصل مهمّ امر كرده و اهميّت آن را يادآور گشته است. پيامبر بزرگ اسلام، از اين اصل به خوبي بهره جست و از سيره‌ي مديريّتي آن حضرت به خوبي بر مي‌آيد كه شورا و فرهنگ مشورت پذيري، در همه‌ي عرصه‌هاي زندگي فردي و اجتماعي نقش بسيار مهمّي دارد. متفكّران مسلمان با الهام از قرآن و روايات نبوي تحقيقات گسترده‌اي براي روشن كردن ابعاد و زواياي گوناگون اين اصل، انجام داده‌اند. امام خميني(ره) در حوزه هاي مختلف تصميم گيري و اجراي امور حكومتي ملاك را آراي مردم مي‌دانست؛ بر اين اساس، در قانون اساسي جمهوري اسلامي فرصت هاي مختلف و متعدّدي براي حضور فعّال مردم در عرصه هاي تصميم گيري منظور گرديده است. مقام معظم رهبري نيز در موارد گوناگون بر جنبۀ مردمي بودن نظام و لزوم مشاركت فعّال مردم در صحنه هاي مختلف تصميم گيري تأكيد ورزيده‌اند. از انديشمندان اهل سنّت سيد قطب مشورت را اصل سوّم و يكي از اصول زندگي اسلامي مي‌داند و محمد رشيدرضا صاحب تفسير مهم المنار، مشورت را قاعده‌ي اساسي حكومت شمرده است. اصولاً در فلسفۀ سياسي اسلام شورا و هم انديشي جايگاه مهمّي دارد؛ بر اين اساس، زمينۀ رشد توأم با احساس مسؤوليت در آحاد جامعۀ اسلامي فراهم مي‌گردد.

As nearly all men of Islamic deep thought have said, one of the most effective principle for supporting an Islamic government is considered to be consultation. The holey Quran has mentioned the problem for several times and led people to use it in their individual and social life. The Greatest Prophet has used this principle well and when reading his biography one understands apparently that he has used consultation in different fields and has tried to prepare an appropriate culture in community for using it in individual and social life. Muslim scholars have brought the important and essential need for consultation into consideration in detail; Imam Khomeini has paid much attention to it and regarded it to be vital for Islamic government; therefore many opportunities have been prepared for the presence of people in politico-social activities. and so is the opinion of Ayatollah Khameneyi our present leader. Seyyed Qotb has known consultation one of the most necessary needs for human life. The author of al-Monar viewed it as essential rule for government. One can argue that in the political philosophy of Islam, the most importance has been given to the presence of people in governmental activities; in such a manner they would feel responsibility for their activities.
