E-functionality of Scientific and Technological Information Systems Management in Iranian Science and Research Value Chain

وضعيت مناسب ايران در توسعۀ علم و دانش در سطح بين المللى نشان از نظام تصميم گيرى نهادينه شده در كشور در اين بخش دارد. در اسناد بالادستى كشور نيز همواره به ايجاد جايگاه مطلوب كسب دانش و فناورى در كشور پرداخته شده است. در اين مقاله سعى شده است با توجه به توسعۀ فناورى ها و زيرساخت هاى فناورى اطلاعات، كاركردهاى فناورانۀ مديريت اطلاعات علمى و فناورانه در زنجيره ارزش پژوهش و مديريت منابع مورد بررسى و تحليل قرار گرفته و زمينه سازى براى توسعۀ خدمات پژوهشى در كشور بررسى گردد. رويكرد اين مقاله عمدتاً رويكردى كيفى است و بر مبناى مطالعات كتابخانه اى و ميدانى صورت مى گيرد. براى اين كار ابتدا زنجيره ارزش نظام اطلاعات علمى و فناورى كشور و ذى نفعان، كاربردها، نيازمندى ها بر اساس بررسى اسناد قبلى و بالادستى و بين المللى شامل اهداف و راهبردها، طرح ها و اقدامات و نظام خدمات شناسايى مى گردد و خدمات مبتنى بر فناورى اطلاعات، فهرست، گروه بندى و تعريف خدمات و سپس، سيستم هاى مبتنى بر فناورى اطلاعات مورد شناسايى قرار مى گيرد و در نهايت، كاركرد فناورى اطلاعات مديريت اطلاعات علمى و زنجيره پژوهش بر پايۀ ذى نفعان به عنوان يك مدل مفهومى ارائه مى گردد.

Iran’s proper status in the development of science and knowledge at the international level represents the institutionalized decision making system in this sector of the country. Besides, Iran’s strategic documents always emphasize on the formation of a place for the country’s knowledge and technology. Regarding the development of technologies and IT infrastructures, this paper focuses on the technological functions of scientific information management in the research and resource management value chain and analyzes the facilitation of the research services enhancement in the country. The approach of the paper is almost qualitative. At first, we identify the scientific and technological information value chain and its stockholders, applications, requirements, based on the previous documents, and international documents including goals and strategies, plans and actions. Then, we recognize the classification, and the definition of IT based on service systems. Finally, we present the IT functionality of scientific information management and research value chain based on the stockholders as a conceptual model.
