بررسي ملاحظات سياسي- امنيتي- دفاعي آمايش سرزمين با استفاده از مدل SWOT (مطالعه موردي: استان كهگيلويه و بويراحمد)

ملاحظات سياسي- امنيتي - دفاعي ازجمله مقوله هايي است كه در طرح و برنامه ريزي هاي كلان كمتر به آن توجه شده است. علاوه بر آن آگاهي از وضعيت كنوني براي هر نوع برنامه ريزي دقيق براي توسعه و پيشرفت مناطق به ويژه در استانهاي كمتر توسعه يافته ضروري مي باشد. در همين راستا موضوع پژوهش حاضر بررسي ملاحظات سياسي، امنيتي و دفاعي استان كهگيلويه و بويراحمد ميباشد. روش تحقيق توصيفي- تحليلي بوده كه براي جمع آوري داده ها از روش اسنادي و ميداني (پرسشنامه) استفاده شده است. حجم نمونه نيز 40نفر از كارشناسان و مسئولان مربوطه استان مي باشد. روش تجزيه و تحليل داده ها نيز مدل SWOT بوده است. ملاحظات سياسي، امنيتي و دفاعي استان در قالب 4 بخش سياسي –امنيتي، فرهنگي- اجتماعي، اقتصادي و طبيعي مورد بررسي قرارگرفت. نتايج حاصل از پژوهش نشان مي‌دهد كه وجود منابع زير زمين فراوان، شرايط اقليمي، ظرفيت بالاي گردشگري بهعنوان مهمترين مؤلفه‌هاي مثبت استان و بيكاري، كمبود سرمايه گذاري و تأثير گرد و غبار غرب كشور بر برخي شهرستان ها ازجمله مهمترين مؤلفه هاي منفي استان مي باشند. همچنين، نتايج پژوهش نشان داد در بين راهبردهاي چهارگانه استان بايد راهبرد رقابتي(تهاجمي) مدنظر مسئولان در برنامه ريزي ها باشد.

Security and defense issues that are political considerations that has been less attention in the large-scale planning. In addition, knowledge of the current situation for each type of detailed plan for development of regions, especially in less developed provinces are essential. In this regard, the subject of this study was to assess political, security and defense considerations in Kohgiluyeh and Boyerahmad. The research method was descriptive-analytic that documentary and field methods for data collection (questionnaire) was used. A sample of 40 experts and relevant authorities from the province are selected. Data analysis method is SWOT model. Political, security and defense considerations of Province in four sectors - political, security, socio-cultural, economic and natural evaluated. The results show that the presence of abundant underground resources, climatic conditions, potential of tourism are as important-most positive components of province and unemployment, lack of investment and the impact of dust on some of the provinces of the West Country are the most important negative components. he results showed that among the four strategies of the province, the competitive strategy (aggressive) should be considered by the planning authorities.
