تحليل مضمون الزامات تحققِ امنيت انتظامي در انديشه فرماندهي معظم كل قوا(مدظله‌العالي)

زمينه و هدف: نيروي انتظامي به سبب وظايف سنگين و درخور اهميت خود، از يك سو؛ و تعامل مستقيم و بي‌ واسطه با مردم، از سوي ديگر؛ از نقشي منحصر به‌ فرد در ميان سازمان‌هاي تأمين‌ كننده‌ امنيت برخوردار است. از اين رو، اين پژوهش به‌ منظور تحليل مضمونِ الزامات تحقق امنيت انتظامي در انديشه فرماندهي معظم كل قوا(مدظله‌العالي) شكل گرفته و مي‌كوشد تا به اين پرسش اساسي پاسخ گويد كه از نظر ايشان تحقق امنيت انتظامي از منظر معظم له بر چه الزاماتي استوار است؟ روش‌شناسي: داده‌هاي پژوهش شامل كليه بيانات فاقد طبقه‌بندي فرماندهي معظم كل قوا(مدظله‌العالي) در ديدار با فرماندهان ناجا و دانشجويان دانشگاه علوم انتظامي(امين) از فروردين‌ماه 1390ه.ش تا مهرماه 1396ه.ش مي‌باشد كه با بهره‌گيري از روشِ «تحليل مضمون» و در چارچوب، نرم‌افزار MAXQDA مورد بررسي قرار گرفته است. براي سنجش روايي از آزمون اعتبار محتوا بهره گرفته شده است؛ بدين منظور، يافته‌هاي حاصل از اين پژوهش در اختيار تعدادي از صاحب‌نظران قرار گرفت و نظرات ايشان جهت اصلاح مضامين مستخرج درباره سئوال پژوهش مورد استفاده واقع شد. همچنين، براي محاسبه پايايي داده‌ها از روش هولستي استفاده گرديد؛ در نتيجه، با توجه به رقم حاصل كه برابر با 89/0 است، پايايي نتايج پژوهش پيش‌رو مورد تأييد قرار گرفت. يافته‌ها و نتيجه‌گيري: نتايج پژوهش نشان مي‌دهد كه از منظر فرماندهي معظم كل قوا(مدظله‌العالي) نيروي انتظامي به‌منظور ايجاد، استقرار و عموميت بخشيدن به برجسته‌ترين نياز ملي كه همانا امنيت است، مستلزم حفظ و تقويت ارزش‌هاي ديني در بُعد نگرشي، نوآوري به‌ ويژه در عرصه علمي در بُعد دانشي، و اقتدار، قانون‌گرايي و انضباط در بُعد توانشي مي‌باشد.

Due to its heavy and important duties, on the one hand, and the direct interaction with the people on the other hand, police force has a unique role among the security provider organizations. Therefore, this study is designed to analyze the contents of the requirements for the realization of the law enforcement security in the thought of the Supreme Commander of all armed forces, and seeks to answer this fundamental question: what are the requirements for the realization of the disciplinary security from the point of view of the Supreme Leader? The research data includes all the non-confidential statements made by the Supreme Commander of all armed forces during a meeting with I. R. I. Police commanders and students of Amin Police University Sciences from March 2011 to September 2013. This study was conducted using the "theme analysis" and within the framework of MAXQDA software. Content validity test was used to assess the validity. For this purpose, the findings of this research were reviewed by a number of experts and their views were employed to modify the contents of the research question. The Holstean method was also employed to calculate the reliability of the data; therefore, the reliability of the leading research results was confirmed with respect to the resulting value of .89. Findings and Results: The results of the research show that from the point of view of the Supreme Commander of all armed forces, in order to create, establish and generalize the most important national need, which is security, the police force requires the preservation and strengthening religious values in the dimension of attitude, innovation, especially in the field of science in the dimension of knowledge, and authority and legalism and discipline in the dimension of capability.
