چكيده فارسي :
حضور اتباع بيگانه در جامعه ايراني به عنوان يك پديده جغرافيايي و اجتماعي داراي پيامدهاي امنيتي در ابعاد مختلف مي‌باشد. بيشتر اتباع بيگانه حاضر در يزد از اتباع افغاني مي‌باشند كه به دليل قرابت فرهنگي، زباني، مذهبي و همجواري با مرزهاي شرقي و همچنين وجود امنيت، بازار كار و... به استان يزد مهاجرت كرده اند. اين روند پس از پيروزي انقلاب اسلامي ايران و جنگ‌هاي داخلي افغانستان و حمله آمريكا به اين كشور شدت بيشتري به خود گرفته كه تأثيرات حضور آنها از ابعاد مختلف اجتماعي، اقتصادي، فرهنگي، سياسي و امنيتي قابل بررسي مي‌باشد. لذا، باتوجه به موضوع، هدف از اين پژوهش شناخت آثار و پيامدهاي امنيتي حضور اتباع افغاني بر استان يزد و ارايه راهكارهاي مناسب براي مقابله با اين پديده است. بدين ترتيب، بااستفاده از روش داده بنياد پيامدهاي امنيتي ناشي از حضور اتباع افغاني بر امنيت استان يزد در ابعاد مختلف اقتصادي، اجتماعي – فرهنگي، سياسي– امنيتي احصاءشد. پس از تجزيه‌وتحليل داده‌ها نتايج حاصل از اين پژوهش نشان داد كه حضور اتباع افغاني مي‌تواند پيامدهاي منفي فراواني بر امنيت استان در ابعاد مختلفي بر جاي گذارد كه از مهم‌ترين تبعات آن مي‌توان به اشغال فرصت‌هاي شغلي و افزايش نرخ بيكاري، افزايش آسيب‌ها و ناهنجاري‌هاي اجتماعي، ايجاد پديده حاشيه‌نشيني و تغيير بافت جمعيتي شهر، استفاده از خدمات آموزشي، بهداشتي، رفاهي، يارانه‌اي و تحميل هزينه‌بر اقتصاد استان، ازدواج‌هاي غيرقانوني اتباع افغاني با اتباع ايراني و تولد فرزندان بي‌هويت، انتقال بيماري‌هاي واگيردار و خطرناك و به خطرانداختن سلامت جامعه، اشاعه تفكرات خشونت‌طلبي مثل سلفيت جهادي و طالبانيسم، جعل مدارك شناسايي، جاسوسي و... اشاره كرد.
چكيده لاتين :
The presence of foreign nationals in Iranian society as a geographical and social phenomenon has security implications in various dimensions. Most of the foreigners present in Yazd are Afghans Which have migrated to Yazd province due to cultural, linguistic, religious affiliation with eastern borders as well as the existence of security, labor market and ... Which has become more intense after the victory of the Islamic Revolution of Iran and the Afghan civil wars and the US invasion of the country, whose effects on the various dimensions of social, economic, cultural, political and security can be examined. So, with regard to the subject, the purpose of this study is to identify the effects and security implications of the presence of Afghan citizens on Yazd province and provide appropriate solutions to deal with this phenomenon. Thus, using the data base of the security implications of the presence of Afghan citizens on the security of Yazd province in various aspects of economic, socio-cultural, political-security, were identified. After analyzing the data, the results of this research show that the presence of Afghan citizens can have many negative consequences on security of the province in different dimensions, the most important of which are: occupation of job opportunities and increase of unemployment rate, increase of social injuries and abnormalities , Creation of the phenomenon of marginalization and demographic changes in the city, the use of educational, health, welfare and subsidies, and the imposition of the cost of the province's economy, the illegal marriage of Afghan citizens with Iranian citizens and the birth of offspring, the transmission of contagious and dangerous diseases, and endangering The plundering of the society, the dissemination of violent thoughts such as jihadi self-esteem and Talibanism, forgery of identification, espionage, etc.
