چكيده فارسي :
زمينه و هدف: مرزهاي شمالي ايران، به ويژه مناطق همجوار با كشور جمهوري آذربايجان به دليل همگوني و مجاورت ژئوپليتيك زباني-قومي با آن سوي مرز، از حساسيت ويژه اي برخودار است. از اين روي، اتخاذ سياست منطقي و تنش زدا در برابر مسائل مرزي اين حوزه مي تواند ثبات مرزي و تحكيم روابط را در پي داشته باشد.
روش: پژوهش حاضر از نظر هدف كاربردي و از نظر روش، توصيفي-تحليلي است. داده ها و اطلاعات مورد نياز اين پژوهش از طريق مطالعات كتابخانه اي و اسنادي گردآوري شده است. بنياد نظري-تحليلي اين پژوهش، بر هشت منبع اسنادي قرار گرفته كه ديدگاه هاي تاريخي-سياسي مبتني بر مديريت مرزهاي ايران و جمهوري آذربايجان را پوشش داده اند.
يافته ها و نتايج: اين پژوهش نشان داد كه تنش و مناقشات مرزي، رابطۀ مستقيمي با تنش در ساخت هاي دروني و بيروني و نيز روابط خارجي دارد. به علاوه سياست هاي پيشين در رابطه با مديريت مرزي، نتوانسته اند ثبات ديرنده و صلح پايدار را در مرزهاي ايران تضمين نمايند. بنابراين اتخاذ رويكرد مبتني بر بنيادهاي ژئوپاسيفيك مي تواند از تنش هاي مرزي-سياسي ميان ايران و جمهوري آذربايجان بكاهد.

Background and objectives: Sustainable security is the essence of the independence, territorial integrity, and sovereignty of a country, and it is the basis for other countries' goals, and, of course, creating sustainable security with secure boundaries. So, if we can make sure that we create and maintain border security by adopting appropriate strategies, the first step is to secure security. This research aims to provide sustainable security strategies at the border.
Method: This research is in terms of applied and qualitative method. To conduct the research, 20 interviewees from Najah Border Guard experts have been interviewed and after identifying the opportunities and threats and strengths and weaknesses of the border guard in securing the security, by forming the SWOT matrix, these factors are weighted and based on them, the Border Security Development Strategies Is.
Findings and results: The research showed that complete blockade of software and hardware boundaries, the development and strengthening of border guards, the participation of border guards in security plans, the development of information activities and the strengthening of border diplomacy, along with economic development and the creation of early economic enterprises, the establishment of population at the border of the border Blue, agricultural and livestock development in the border regions and the establishment of industrial and production centers in line with entrepreneurship and promoting the level of quality and livelihood of the border counties are strategies that, as a result of their implementation, could hope for border security.
