چشم انداز اتحاد دو كره در سايه شكاف هاي اقتصادي و فرهنگي

Evaluating the Possible Alliance between North Korea and South Korea

شبه جزيره كره به عنوان سرزميني كهن و استراتژيك جايگاه يكي از پيچيده‌ترين و دشوارترين معماهاي صحنه بين الملل است. به شكلي كه بحران هسته‌اي كره شمالي و دوپارگي شبه جزيره نه تنها مردمان آن سرزمين، بلكه معادلات قدرت در منطقه را نيز تحت تأثير خود قرار داده است. هرچه زمان بيشتري از اين جدايي مي‌گذرد، تفاوت‌ها در دو سوي شبه جزيره هم بيشتر مي‌شود و به تبع آن وحدت مجدد دو كره كه آرزوي ديرين مردم آن سرزمين است نيز پيچيده‌تر و سخت‌تر مي‌گردد. در مباحث مرتبط با اتحاد مجدد دو كره، ابعاد اقتصادي و فرهنگي شديداً حياتي و چالش برانگيز خواهند بود، به طوري كه انتظار مي‌رود با وقوع چنين رخدادي، كره متحد بيش از پيش در معادلات اقتصادي و فرهنگي منطقه و جهان تأثير گذار باشد. از يك سو، كره جنوبي به رغم برخورداري از قدرت اقتصادي، به تنهايي توان مديريت و پرداخت هزينه‌هاي وحدت را نخواهد داشت و همچون توسعه اقتصادي در بخش جنوبي شبه جزيره، كره متحد نيز براي توسعه به كمك‌هاي بين المللي نياز مبرم خواهد داشت. در بعد فرهنگي نيز، اتحاد موفقيت آميز دو كشور پيش از هرچيز، مستلزم درك مردمان دو سوي شبه جزيره از تفاوت‌هاي ناشي از هفت دهه جدايي است. دولت كره متحد با چالش‌هاي فرهنگي بسياري دست و پنجه نرم خواهد كرد و يكي از مهم‌ترين كاركردهاي فرهنگي آن، اصلاح ذهنيت مردمان بخش شمالي از باورهايي است كه بر مبناي محوريت شخصيت كيم ايل سونگ و سپس فرزند و نوه‌اش شكل گرفته‌اند.

Korean Peninsula as an ancient and strategic land, is the place of one of the most complex and difficult riddles of the international scene. Nuclear crisis of North Korea and the bipartiteness of the peninsula not only has affected the people of this land, but also the visage of Northeast Asia. In discussions about the reunification of the two Koreas, economic and cultural dimensions are considered highly critical and extremely challenging. The occurrence of such an event, is expected to further affect global and regional economic and cultural equations. South Korea with all of its economic capabilities cannot solely manage such an event and pay its costs. Therefore, like the economic development of the southern part, international supports would be deeply significant in the economic boom of the United Korea. In the cultural dimension, the successful reunification of the two countries first and foremost, requires the mutual understanding of the people about the differences arising from seventy years of separation. The government in a United Korea will grapple with many cultural challenges and one of its main cultural functions, would be separating the northerners from the Kim Il Sungism beliefs.
