Transition to Democracy: The Role and Impact of Army in Egyptian Transformation (2011-2013)

به دليل فراگير و جهاني شدن آموزه‌هاي دموكراسي از يك‌سو و اقتدارگرا و غيردموكراتيك بودن نظام‌هاي سياسي در كشورهاي عرب خاورميانه از ديگر سو، پذيرفته شده است كه خيزش‌هاي مردمي اين نقطه از جهان در سال 2011 به نوعي گذار دموكراتيك تلقي شود. خيزش انقلابي مردم مصر نشان داد كه جوانان اصلي‌ترين كارگزاران آن بوده‌اند. اما نكته‌اي كه در تحليل كارگزاران تحول 2011 تا 2013 مصر مغفول مانده است نقش و تاثير ارتش در فرآيند و برآيند گذار مي‌باشد. اين تحقيق با روشي تبييني به بررسي نقش و تبيين تاثير ارتش در اين گذار مي‌پردازد و در همين راستا، با توسل به نظريات پُل بروكر و آلفرد استپان به اين نتيجه مي‌رسد كه ارتش گرچه اساساً در مقام حكومت در دهه 1950 عمل كرد اما در طول 60 سال گذشته با نفوذ در حوزه‌هاي اقتصادي و سياسي توانسته به نهادي قدرتمند تبديل شود. عمل در مقام نهاد به ارتش اين امكان و توان را داد تا در دوران گذار از راه حكميت و در دوران مابعد گذار، و براي مقابله با اقتدارگرايي اسلام‌گرايان، با حمايت فشار اجتماعي از جانب ليبرال‌ها با بهانه حفظ منافع ملي گذار را مديريت كند و قدرت را مجدداً به دست بگيرد.

For the far-reaching and globalization of democracy principles in one hand, and being authoritarian and undemocratic political regimes in Arabic middle east on the other hand, it is accepted that people uprising on 2011 in this region was a kind of democratic transition. People revolutionary uprising in Egypt shows that youth have been it basic agent. But a point is forgotten in analyzing the 2011-2013 transformation id role and impact army in transitional process and conclusion. This research, by descriptive – analytical method, pay attention to study the role and explain the impact of army on the transformation. In this manner, and with employ the Paul Brucker and Alfred Stepan theories, it is concluded that army, although act as government in 1950 decade, but in the past 60 years with influence in economical and political areas could become powerful institute. Act as institute allow army to be mediate in the transitional process, and for confrontation with Islamists authoritarianism, by support of liberals on the protection the national interest an alibi managed the transition, and again gained the power.
