سنجش و ارزيابي جامع امنيت انرژيِ كشورهاي عضو سازمان همكاري هاي اقتصادي و توسعه (OECD) بر‌اساس شاخص‌سازي تركيبي

Comprehensive Evaluation and Comparison of Energy Security in OECD CountriesBased on Composite Indicator

اين مقاله با بررسي ابعاد و شاخص هاي امنيت انرژي، به ارائۀ شاخص تركيبي جامع، جهت ارزيابي امنيت انرژي در كشورهاي عضو (OECD) مي پردازد. ابعاد درنظرگرفته‌شده بر‌اساس تعريف سواكول (2011) انتخاب شده است كه عبارت‌اند از: «بعُد دسترسي به انرژي»، «بعُد تكنولوژي»، «بعُد قيمت انرژي»، «بعُد محيط زيست» و «بعُد پايداري حكومت»؛ كه براي ارزيابي و محاسبۀ اين ابعاد 182 شاخص به كار رفته است. ساخت اين شاخص تركيبي بر‌اساس روش شناسي هفت‌مرحله اي ارائه‌شده در كتاب راهنماي ساخت شاخص هاي تركيبي، روش‌شناسي و راهنماي كاربران مركز تحقيقات كميسيون اروپايي (JRC) و OECD)) صورت گرفته است. نتايج نهايي رتبه بندي حاكي از آن است كه كشور آمريكا به طور ويژه، به ابعاد مختلف امنيت انرژي توجه داشته است. بنابراين، توانسته است با اختلاف خوبي با ديگر كشورهاي (OECD)، در جايگاه اوّل امنيت انرژي اين گروه قرار مي‌گيرد. ايجاد ذخيره سازي هاي استراتژيك نفتي، تنوع‌بخشي در عرضة انرژي، برخورداري از سطح تكنولوژي بالا و وضعيت حكمراني مناسب از مهم‌ترين عوامل دخيل در دست‌يابي به اين جايگاه شناخته مي‌شوند

This study with examination of the dimensions and indexes of energy security provided a comprehensive composite index for organization economic cooperation and development countries )OECD(. The used dimensions in this study are selected based on the newest definition by Soacool (2011) including "availability of energy", "the technology"," the price of energy", " the environment" and "the government stability". To examining and calculating these dimensions, 182 index for OECD countries is considered. Then countries are ranked based on the seven step methodology which is provided to build the composite index. The results of last Ranking is suggested that the United States has particularly attentive to the different aspects of energy security, so that with policy on this issue has been able to maintain a good difference with other countries of OECD and be first in energy security among this group. Preparation of strategic oil reserves, diversification of energy supply, having state-level high technology and good governance as important factors are known
