شناسايي فضايل اخلاق حرفه­اي پليس و ريشه هاي آن از ديدگاه فرماندهي معظم كل قوا

Identifying the Professional Virtues of the Police and its Origins from the Point of View of the Supreme Leader

زمينه و هدف: ارتقاي اخلاق حرفه­اي در كاركنان نيروي انتظامي با توجه به مأموريت­ها و مشاغل حساس و پيچيده‌اي كه در راستاي تأمين نظم و امنيت و دفاع از حقوق شهروندان دارند، مي­تـواند ضـامن اعتـماد عمـومي شهروندان به آنان باشـد. اگرچه ممكن است شـيوه­ها و راه­كارهاي مختلفي براي ارتقاي اخلاق حرفه­اي وجود داشته باشد، كه به موجب آيين­نامه­ها و دستورالعمل­ها اجرا شوند، ولي در اين پژوهش به بررسي ديدگاه مقام معظم رهبري به عنوان فرماندهي كل قوا، كه اشراف به امور جامعه دارند، و نظرات ايشان مي­تواند راه­گشاي مسئولان باشد، پرداخته شده است. پژوهش حاضر به دنبال پاسخ­گويي به اين سؤال بوده است كه فضايل اخلاق حرفه­اي پليس و ريشه­هاي آن از ديدگاه مقام معظم رهبري كدامند؟روش­: اين پژوهش از نوع كيفي است كه با استفاده از روش تحليل محتواي كيفي، منابع مكتوب و سخنراني­هاي مقام معظم رهبري (از سال 1368 تا 1397) كه در جمع مديران و فرماندهان نيرو­هاي مسلح ايراد شده است، به صورت تمام شمار بررسي شد. براي بررسي اعتبار مولفه هاي احصاء شده توسط نگارنده، نتايج در قالب جدولي به خبرگان ارائه و پس از انجام اصلاحات در دور دوم موافقت همگان با مولفه ها بدست آمد.يافته­ها و نتايج: تحليل كيفي داده هاي اين پژوهش با 224 گزاره مرتبط با اخلاق حرفه اي كاركنان پليس آغاز شد. اين گزاره ها كدگذاري شدند و 189 كد اوليه شناسايي شدند. اين كدها در قالب 15 كد محوري دسته بندي و در نهايت در سه دسته انتخابي بينشي و اعتقادي، رفتاري و كرداري و گرايش‌هاي اخلاقي قرار داده شدند. كد انتخابي بينشي و اعتقادي در اين بين، بيشترين فراواني را به خود اختصاص وكد‌هاي گرايش­هاي اخلاقي و رفتاري در مرتبه بعدي قرار گرفتند.

Background and objectives: Promoting professional virtues in police forces with respect to critical and complex missions and activities that they have on ensuring order and security and protecting the rights of citizens can guarantee the general public's confidence in them. Although there may be various ways and means to promote professional virtues that are implemented in accordance with regulations and guidelines, this study examines the views of the Supreme Leader, as the general command of all the forces, who is cognizant of the affairs of the society, and his views can be a way forward for the officials of the country. The present research sought to answer the following question: what are the professional virtues of the police and their origins from the point of view of the Supreme Leader?Methodology: This research is of a qualitative type, which has been conducted using qualitative content analysis, written sources, and lectures summoned by the Supreme Leader (from 1368 to 1397) among the commanders and managers of the armed forces. To evaluate the validity of the factors taken into account by the author, the results were presented to the experts in a tabular format and, after making the reforms in the second round, all agreed with the components.Findings and results: The qualitative analysis of the data of this study began with 224 statements related to the professional virtues of the police staff. These statements were coded and 189 initial codes were identified. These codes were categorized into 15 code axes and finally placed in three groups of insights and beliefs, behavior and conduct, and ethical attitudes. The selected code of insight and beliefs in this regard was the most frequent subject and ethical and behavioral attitudes were in the next levels.
