استخراج مؤلفه هاي حكمراني خوب بر اساس نامۀ مالك اشتر و بررسي تطبيقي با اسناد بالادستي جمهوري اسلامي ايران

بررسي پديده‌هاي جديدي همچون «حكمراني خوب» كه بر اساس اصول و اهداف معيني شكل گرفته‌اند، مي‌تواند به حل مشكلات جوامع كمك كند، از اين‌رو در اين پژوهش كوشش شده جهت درك بهتر نگرش اسلام به حكمراني خوب، از عهدنامۀ ‌مالك‌اشتر به‌عنوان يك متن مهم ديني و حكومتي استفاده شود. تا با توجه به جامعيت اين متن، تبيين اين پديده صورت گيرد. هدف اصلي اين پژوهش طراحي مدل حكمراني خوب از عهدنامۀ ‌مالك‌اشتر و بررسي اسناد بالادستي كشور از نظر ميزان توجه به مؤلفه‌هاي حكمراني خوب برگرفته از عهدنامه ‌مالك‌اشتر بوده است. روش پژوهش مبتني بر شيوۀ توصيفي تحليلي، اسنادي و تحليل محتوا است و براي استخراج اصول حكمراني خوب از عهدنامۀ مالك‌اشتر از روش داده‌بنياد بهره گرفته شده است. نتايج پژوهش نشان داد كه از نظر اسناد بالادستي، در قانون اساسي و برنامۀ پنجم توسعه به مؤلفه‌هاي حكمراني خوب مستخرج از عهدنامۀ مالك‌اشتر توجه شده و در سند چشم‌انداز به‌دليل ماهيتي كه براي طراحي يك افق مطلوب دارد به همۀ مؤلفه‌هاي حكمراني خوب از جمله مؤلفۀ تنظيم مناسب قوانين و ايجاد ثبات در جامعه توجه نشده است.
