Principles of Decision Making in the System of Policy Making and Legislation with an Emphasis on the System of Islamic Republic of Iran

فرايند سياستگذاري و قانون گذاري مهم ترين عرصه هاي تصميم سازي عمومي در جامعه به شمار مي روند. اتخاذ تصميمات بهينه در گرو پيروي از اصول منطقي تصميم گيري است. اين اصول كه در تمامي تصميمات قابل اجرا است در خصوص تصميم سازي عمومي از اهميت بيشتري برخوردار است. از سوي ديگر از آنجا كه وضع سياست ها و تدوين قوانين در كشور ما در دو نهاد مهم و اثرگذار، يعني مجمع تشخيص مصلحت نظام و مجلس شوراي اسلامي انجام مي پذيرد ارزيابي فرايند تصميم سازي در اين دو نهاد، مشكلات و چالش هاي عملي و اجرايي كه در راه اتخاذ تصميمات مناسب و شايسته وجود دارد را مشخص مي سازد. به نظر مي رسد توجه بيشتر به نتايج عملي يك قانون يا سياست، وجود مديريت جامع تقنيني براي هماهنگي بخش هاي مختلف قواي سه گانه كه در فرآيند قانون گذاري اثرگذار مي باشند و مشاوره و مشاركت فراگير نخبگان و صاحب نظران در بهبود روند تصميم گيري عمومي اثرگذار خواهد بود.

The process of policy making and legislation are considered as the most important arenas public decision making in the society. Making optimal decisions depends on following logical decision making principles. These principles that are applicable in all decisions are more important in public decision making. On the other hand, since policies and laws of our country are made in two important and influential institutions namely Expediency Council and Islamic Consultative Assembly, investigation of decision making process in these two institutions may reveal problems as well as practical and executive challenges in the way of making appropriate and suitable decisions. It seems that more attention to practical results of a law or policy, existence of a comprehensive legislative management to coordinate different parts of three branches which are influential in decision making process as well as counseling and inclusive participation of elites and experts will be effective in improvement of public decision making.
