Understanding and Assessment of Factors Affecting Citizens’ Participation in Urban Management

مشاركت شهروندان در اداره امور شهرها پديده‌ي نويني نيست، گرچه از نيمه دوم قرن بيستم اهميت بيشتري يافته است. براي تقويت و گسترش اين مفهوم، شناخت عوامل مرتبط با آن امري ضروري به نظر مي‌رسد. هدف اصلي اين پژوهش شناسايي عوامل مرتبط با مشاركت شهروندان در مديريت شهري مي‌باشد. جامعه آماري تحقيق را كليه ساكنان شهر آمل و حجم نمونه را 352 نفر تشكيل داده‌اند. روش جمع آوري اطلاعات بر مبناي كتابخانه‌اي، اسنادي و نيز ميداني (پرسشنامه‌اي) و روش تحقيق توصيفي – تحليلي مي‌باشد. نتايج آزمون تي نشان مي‌دهد كه ميزان مشاركت شهروندان كمتر از حد متوسط بوده است. از بين انواع مشاركت‌ شهروندان، تنها مشاركت اجتماعي در وضعيت نسبتا مطلوبي قرار داشته و مشاركت‌هاي مالي، فيزيكي، فكري، ذهني و سياسي از حد متوسط پايين تر بوده است. نتايج رگرسيون نشان مي‌دهد كه از بين 8 مولفه كه مورد آزمون قرار گرفتند، تنها چهار مولفه عضويت انجمني، آگاهي، بي قدرتي و پايگاه اجتماعي – اقتصادي با ضرايب همبستگي 0/383، 0/333، 0/230- و 0/227 به ترتيب با ميزان مشاركت رابطه داشته‌اند.

Generally speaking, although citizens’ participation in the urban management has received increasing credit and attention since the 20th century, it is mainly a modern phenomenon. This study primarily aims to examine the key determinants associated with citizens’ participation in urban management. The results of this study are based on a survey that has been conducted in Amol City that includes a sample of 352 individuals. The results of this analysis show that the participation rate of the citizens in the urban management is below the medium level. Further, only the rate of social participation is fairly high, whereas the other aspects of participation including political, intellectual, financial and physical participations are below the medium level. Moreover, the results of logistic regression analyses show that citizens’ participation in the urban management is significantly associated with four key determinants: associative membership, knowledge, powerlessness, and socio-economic status.
