مناقشه پلوراليسم و نئوپلوراليسم به مثابه چالش نوين نهادهاي بين المللي در قرن بيست و يكم

the dispute between pluralism and neo-pluralism as a new challenge for international institution in the twenty-first century

الگوهاي پلوراليستي دموكراسي با ﺗﺄكيد بر الگوهاي نظارت بيروني به عنوان يكي از كارآمدترين الگوهايي حكمراني تا به امروز شناخته شده است. اين الگو تا به امروز دچار بحران هايي گشته و همواره راه كارهايي براي برون رفت از آن بحران ارائه شده است. نئوپلوراليسم با ﺗﺄكيد بر نظارت هاي دروني پاسخي براي برون رفت از اين بحران بود ليكن به تنهايي قادر به حل اين معضل نبود؛ لذا به نظر مي رسد تلفيق اين دو، بهترين راه خروج از بحران موجود است. با توجه به اينكه نهادهاي بين المللي نيز بر پايه اصول و قواعد الگوي دموكراتيك بنا نهاده شده، لذا فراز و فرود اين مناقشه، نهادها و نظام بين المللي را هم ﻣﺘﺄثر از خود ساخته است. به نظر مي رسد كه كژكاركردي رويكردهاي پلوراليستي و نئوپلوراليستي منطبق با الگوي دموكراسي در عصر حاضر، نهادهاي بين المللي نظام جهاني را نيز از خود ﻣﺘﺄثر ساخته و به اين سبب تحقق دموكراسي در عرصه بين الملل را دچار بحران نموده است. الگوي مطالعاتي اين پژوهش بر اساس كاربست روش شناسي نهادگرايي جديد، سعي بر ارائه مدلي هم پوشان دارد تا با ارائه مدلي تلفيقي راه كار نويني را پيش روي نهادهاي بين المللي قرار دهد.

The pluralistic patterns of democracy, which emphasizes on external monitoring patterns, have been recognized as one of the most effective patterns of governance to date. This pattern involved some crises up to now and there have always been solutions to them. Neo-pluralism, with an emphasis on internal monitoring, was the answer to the crisis, but it was not enough to solve this problem. Therefore, it seems that the combination of these two is the best way to solve this crisis. Considering the fact that international institutions are based on the principles of democratic model, ups and downs of this challenge have also affected the international institutions and system. It seems that the dysfunctional pluralistic and neo-liberal approaches according to the pattern of democracy in the present age have also affected the international institutions of the world system, which throw the realization of democracy in the international arena in crisis. The study pattern of this research, based on the methodology of new institutionalism, aimed to provide a coherent model to present a new strategy to the international institutions through an integrated model.
