تحليل موقعيت مكاني و اثرات حضور و اعمال قانون پليس بر تصادفات رانندگي

Analyzing the location situation and effects of police presence and law enforcement on accidents

زمينه و هدف: ساليانه تعداد زيادي از تصادفات، مرگ بسياري از افراد را رقم مي‌زند كه علت بيشتر اين تصادفات، غفلت رانندگان و عدم رعايت قوانين راهنمايي و رانندگي است؛ اين در حالي است كه حضور و اعمال قانون پليس در جاده‌ها، ميزان تخلفات را به‌شدت كاهش مي‌دهد و تعداد تصادفات را با روند نزولي مواجه ساخته است. همواره رانندگان نسبت به حضور پليس نظرات متفاوتي داشته‌اند كه بنا به كمّيت و كيفيت اين حضور، جنسيت رانندگان و موقعيت مكاني گشت‌هاي پليس متفاوت بوده است. روش: اين پژوهش از نوع كاربردي و با روش توصيفي ـ تحليلي به بررسي و تحليل موقعيت مكاني و اثرات اعمال قانون پليس بر تصادفات رانندگي در كاشان مي‌پردازد. جامعۀ آماري، رانندگان شهر كاشان بوده كه تجربۀ رانندگي در جاده‌هاي برون‌شهري را داشته كه با استفاده از فرمول كوكران، تعداد 383 نفر انتخاب شدند. با استفاده از پرسشنامۀ پژوهشگرساخته با روايي و پايايي مطلوب، گويه‌هاي موردنظر پژوهش جمع‌آوري گرديد و در محيط نرم‌افزار SPSS به تحليل‌هاي استنباطي لازم پرداخته شد. يافته‌ها: نتايج پژوهش بر حضور و اعمال قانون پليس و افزايش احتياط و رعايت قوانين توسط رانندگان دلالت دارد. همچنين حضور پليس باعث كاهش سرعت و درنتيجه كاهش تصادفات رانندگي شده است. از نظر شهروندان، موقعيت مكاني گشت‌هاي پليس در جاده‌هاي برون‌شهري كمتر از ميانگين تئوري بوده و نامناسب مي­باشد. پيشنهادها: در پايان پيشنهاد داده شد كه موقعيت مكاني گشتي‌هاي سيار پليس راهنمايي و رانندگي ثابت نباشد و طي هر ساعت روز در مكان‌هاي مختلف جاده و موقعيت‌هاي متنوع بدون تأكيد صرف به شيب و افزايش سرعت رانندگان تغيير نمايد.

Background and aim: Every year, a large number of accidents cause many deaths that the cause of most of these accidents is neglect of drivers and failure to observe the traffic rules. However, the presence of police and law enforcement on the roads greatly reduces the amount of violations and the number of accidents has faced declining. Drivers always have different opinions about the police presence, according to the quantity and quality of participation, drivers gender and police patrols location have been different. Method: This research is in kind of practical and descriptive-analytic method to investigate and analyze the location and effects of police law enforcement on driving accidents in Kashan city. The statistical society was the drivers of Kashan city who had experience of driving on the suburban roads that 383 persons were selected using Cochran formula. Using a researcher-made questionnaire with good reliability and validity of the study was collected the desired items of research and in SPSS software area was considered necessary inferential analyzes findings: The results of the research indicate the presence and enforcement of police law and increased caution and observance of the rules by drivers. The police presence also has been reduced speed and thus reduces driving accidents. . In terms of citizens, the location of police patrols on suburban roads is less than the average of the theory and is inappropriate. Suggestions: At the end, it was suggested that the location of the mobile traffic police patrols should not be constant, and at any time of the day in different places of the road and in diverse situations change without any emphasis on the slope and increased driver speeds
