تكوين دولت مدرن در دوران جديد حادثه اي مهم تلقي مي شود و بسياري از مفاهيم و نهادهاي جديد ريشه در اين پديده نوظهور دارند. نظريه هاي متعددي در تكوين دولت مدرن نقش داشته اند كه يكي از آنها نظريه مصلحت دولت است. نظريه مصلحت دولت در ايتالياي سده شانزدهم پديد آمد و از آنجا به ساير كشورهاي اروپا كشيده شد. واضعان اين نظريه معتقد بودند حفظ قدرت و دولت از هر مصلحتي بالاتر است. البته در بين نظريه پردازان اين مفهوم اختلاف نظراتي در خصوص تبيين اين نظريه وجود دارد. در اين مقاله كوشش شده است ضمن اشاره به نقش اين نظريه در تكوين دولت مدرن، مباني تاريخي و نظري اين مفهوم و تفاسير و نيز ايراداتي كه بر آن وارد شده است مورد بررسي قرار گيرند. نظريه مصلحت دولت با پيدايش اشكال ديگر دولت اگرچه به ظاهر از بين رفت، اما در قالب هاي ديگري به حيات خود ادامه داد كه سعي شده است به عنوان درآمدي بر اين نظريه به مهمترين اين مباحث اشاره شود.
