Representing the Pattern of Smart Security of Islamic Republic of Iran

ارتقاء كيفيت هر يك از ابعاد نرم و سخت امنيت نياز به برنامه اي راهبردي دارد تا بتوان به صورت هم افزا، اعضاي مختلف جامعه امنيتي كشور را براي تحقق اهداف تعيين شده همراه نمايد. مديريت راهبردي و آيندهنگر امنيت، خود مستلزم وجود الگويي جامع و مانع از امنيت جمهوري اسلامي ايران است كه نهادهاي دخيل در مديريت امنيت را از تعارضات شناختي مصون دارد. هدف اين پژوهش، ارائه الگويي جامع از امنيت هوشمند در جمهوري اسلامي ايران است. ابتدا با مطالعه ي كتابخانه اي، تحقيقات پيشين مورد بررسي قرار گرفت و ادبيات نظري بحث تدوين شد. سپس با بهره گيري از روش دلفي نظرات ده نفر از كارشناسان فقه امنيت و امنيت نرم كه به صورت هدفمند انتخاب شدند، آنان در نقد الگوهاي موجود اخذ گرديد. در نتيجه محيط داخلي و خارجي امنيت نرم مورد بازنگري قرار گرفت. سپس موضوعات مرجع امنيت نرم تعيين، و امكان ترسيم توپولوژي مراجع امنيت نرم فراهم شد. در نهايت با بكارگيري داده هاي جمع آوري شده، الگوي كلان امنيت هوشمند در جمهوري اسلامي ايران ترسيم شد. در الگوي فوق، توحيد ذاتي به عنوان مرجع اصلي امنيت ج. ا. ا به دلايل هستي شناختي در مركز ديگر موضوعات مرجع امنيت نرم و بر فراز تمامي موضوعات مرجع امنيت قرار دارد. ارتباطات اجزاي مدل در چهار محور «رابطهي قدرت و سنن الهي با ديگر مولفه هاي الگوي امنيت» ، «رابطه ي منابع قدرت، قدرت و اصل دفاع/ جنگ» ، «نرم افزاري، سخت افزاري و هوشمندي دفاع/ جنگ» ، «مسيرهاي دفاع/جنگ» مورد تبيين قرار گرفته است.

The quality promotion of both soft and hard aspects of security demands a strategic plan in order to join separate members of security sections of the country to reach the determinate goals. Strategic and forward-looking security management itself demands an all-inclusive pattern of IRI security to protect contributed sections from cognitive challenges. The goal of this research is to represent a comprehensive pattern of smart security in Islamic Republic of Iran. First the last researches were studied with library study and the scientific letters was codified. Then by using Delphi method through a group of 10 experts of religious jurisprudence of security and soft security who had been selected purposively, their opinions about existent patterns were asked. Hence the internal and external environment of soft security including source and philosophy of security in Islamic approach, center of gravity of security, and impact elements was reviewed. Finally the subjects of reference of soft security were defined and the possibility of topology mapping of references soft security was provided. Hence by using the gathered data, the mega pattern of smart security in IRI was defined. In this pattern inherent monotheism as the major reference of IRI security is at the top of all subjects of security. The connections of components of the model are defined in four fields: the relationship of celestial power and rules with other elements of security pattern, the relationship of power sources, power, and the principal of defense/war, smartness, software and hardware of defense/war, and the ways of defense/war.
