خصوصي‌سازي خدمات عمومي حذف يا به حداقل رساندن هرگونه كنترل و دخالت دولت در برقراري مكانيزم عرضه و تقاضا و انتقال مالكيت يا كنترل بنگاه‌هاي اقتصادي از دولت به بخش خصوصي است. تحقيق حاضر، به دنبال پاسخ به اين سؤالات است كه مباني و روش‌هاي خصوصي‌سازي خدمات عمومي در كشورهاي مورد بحث كدامند؟ خصوصي‌سازي خدمات عمومي چه آثاري به دنبال دارد؟ روش تحقيق حاضر، مبتني بر تحليل محتواي متون، مطالعه و مشاهده منابع مختلف نوشتاري است و در جمع‌آوري معلومات از فيش‌برداري استفاده شده است. بنابراين، اهم يافته‌هاي تحقيق به اين قرار است: نظر به تجربيات و نتايج حاصله از تحقيقات علمي خصوصي‌سازي خدمات عمومي در مقابله با دخالت گسترده دولت در امور اقتصادي و بوروكراسي فراگير اداري و اجرايي و عدم كارايي خدمات‌رساني دولت بدهي‌هاي سنگين خارجي به نظام‌هاي سياسي تورم مستمر و كسري بودجه شديد دولت‌ها است. عرضه سهام در بازار بورس، واگذاري مديريت بنگاه‌هاي مالي اقتصادي از دولت به بخش خصوصي و حضور دولت به عنوان شريك خاموش و بدون حق رأي، انحلال شركت‌هاي دولتي و فروش اموال منقول و غيرمنقول آنها به بخش خصوصي از جمله روش‌هاي خصوصي‌سازي خدمات عمومي محسوب مي‌شود.
