طراحي و تبيين الگوي شايستگي مديران مدارس بر مبناي سند تحول بنيادين آموزش‌وپرورش و ديگراسناد بالادستي

Designing and explaining the competency model of school principals based on the document on the fundamental transformation of education and other upstream documents

هدف اين پژوهش، طراحي الگوي شايستگي[1] مديران مدارس و پاسخگويي به اين سؤال است كه بر اساس اسناد فرادستي و ازجمله سند تحول بنيادين آموزش‌وپرورش،‌‍‍‌ الگوي شايستگي مديران مدارس شامل چه ابعاد و مؤلفه‌هايي است؟ اين پژوهش ازنظر ماهيت تحليلي­ توصيفي است و با راهبرد نظرية داده­ بنياد و با استفاده از روش تحليل محتوا، الگوي شايستگي مديران مدارس را طراحي كرده است. اسناد مطالعه ­شدة اين پژوهش مهم‌ترين اسناد فرادستي آموزش ‌و پرورش، مصوّب شوراي عالي انقلاب فرهنگي و شوراي عالي آموزش ‌و پرورش از سال 1389 به بعد هستند. به دليل اهميت هر يك از اسناد و به‌منظور جامعيت الگو، نمونة مطالعه­ شده معادل جامعه در نظر گرفته شد. براي تفسير و تحليل داده‌ها از روش تحليل محتواي كيفي استفاده ‌شده است. بر مبناي تحليل محتواي اسناد مذكور و با استفاده از مطالعات تطبيقي الگوي شايستگي مديران مدارس طراحي شد. در مرحلة نهايي به‌منظور اعتبارسنجي الگو، از فن دلفـي استفاده شـد.

The purpose of this study is to design a model of competency of school principals and to answer this question: What are the dimensions and components of this model based on the documentary and the main document on the development of the model of competency of school administrators? This research is analytical-descriptive in nature and it is focused on designing the model of competency of school principals by using the database theory strategy and content analysis method. The documents studied in this study are the most important documents related to education, approved by the Supreme Council of the Cultural Revolution and the Supreme Council of Education from 2010 onwards. Due to the importance of each document and in order make the model comprehensive, the statistical sample was considered to be the statistical society. The content analysis method was used to interpret and analyze the data. Based on the analysis of the content of these documents and using comparative studies, the model of competency of school principals was designed. In the final step, Delphi technique was used to validate the final model.
