تدوين راهبرد‌هاي پيشگيري اجتماعي از تخلفات رانندگي در رانندگان اتوبوس برون‌شهري

Developing Social Prevention Strategies of driving violations in suburban Bus Drivers

زمينه و هدف: امنيت ترافيكي، جزو مقولۀ امنيت در كشور محسوب مي‌شود. وظيفۀ حاكميت با توجه به حقوق شهروندان و تأمين آن در جهت پيشگيري از تخلفات رانندگي و با امعان نظر به سه درجۀ پيشگيري شامل پيشگيري وضعي، پيشگيري اجتماعي و پيشگيري كيفرمدار تعيين مي‌شود. موضوع پژوهش حاضر، بررسي حوزۀ پيشگيري اجتماعي از تخلفات رانندگي است كه شامل اجتناب از بي‌كيفرماني مرتكب تخلفات رانندگي، وصول به‌موقع و متناسب جريمۀ رانندگان اتوبوس برون‌شهري مي‌باشد. روش: نوع پژوهش، ميداني است. تعداد 100 نفر براي حجم نمونه انتخاب شدند. رؤساي پليس‌ راه و پليس راهور استان‌ها و رؤساي پليس راهور مراكز استان‌ها به‌صورت تمام‌شمار به‌عنوان جامعۀ آماري انتخاب‌ شده و پس از دريافت تأييد اعتبار در روايي صوري پرسشنامه از نخبگان (دانشجويان دورۀ دكتري مديريت ايمني ترافيك)، پرسشنامه‌ها در اختيار آن‌ها قرار گرفته شد. اهداف اين پژوهش، بررسي نقش ميزان جرايم راهنمايي و رانندگي و رصد فراگير در جهت اجتناب از بي‌كيفرماني در پيشگيري از تخلفات رانندگان بخش حمل مسافر برون‌شهري (رانندگان اتوبوس) مي‌باشد. يافته‌ها: نتايج پژوهش نشان مي‌دهد كه روايي خاصي بين اجتناب از بي‌كيفرماني و پيشگيري از تخلفات رانندگي، وصول به‌موقع و اجتناب از تخلفات رانندگي و تناسب جريمه با تضاد منافع شهروندان متخلف وجود دارد. پيشنهادها: پيشنهاد مي‌شود كه وضع قوانين و مقررات و اصلاح قانون رسيدگي به تخلفات رانندگي در سه حوزۀ عوامل مؤثر به‌عنوان الگوي راهبردي در پيشگيري از تخلفات رانندگي و به‌تبع آن، كاهش تصادفات رانندگي با عنوان رصد فراگير و تدوين مجازات‌ها با لحاظ شدت، سرعت و قطعيت كه در بازدارندگي مؤثر هستند، موردبهره‌گيري قرار گيرد.

Traffic security is considered as a security issue in the country. It is considered to be the rights of citizens and the its provision that it is duty of government in order to prevent traffic offenses, and with the suggestion of three levels of prevention, including preventive, social prevention and provisional prevention and punishment prevention of the issue in the field of social prevention of driving violations that the current research has been carried out on driving violations that include the avoidance of criminal offenses committed by road traffic offenders, the timely and appropriate collection of fines on suburban bus drivers. Method: The type of research is field. 100 people were selected for sample size. Road police and traffic police chiefs of provinces and police chiefs of provincial centers have been selected as the statistical population as a whole number. After receiving the validation in the face validity of the questionnaire from the elites (Ph.D. students of traffic safety management), a questionnaire was provided to them. The purpose of this study is to investigate the role of the amount of traffic offenses and comprehensive surveillance in preventing criminal offenses in the prevention of offenders' In the prevention of violations of drivers of the transportation sector of suburban passenger (bus drivers). Findings: The results of the study show that there is a certain validity among the avoidance of non-punishment and prevention of driving violations, timely collection and avoiding driving violations, and the proportionality of fines with the conflict of the interests of citizens resulting from violation of the traffic rules. Suggestion: It is suggested that lay down the rules and regulations and correction of the law of addressing driving violations are to be used in three areas of effective factors as a strategic model in preventing driving violations and, consequently, reducing traffic accidents with the title of comprehensive monitoring and compilation of penalties in terms of severity, speed and certainty which is effective in deterrence.
