Review the process of development policy and regional balance during development plans in Iran (SWOT approach)

بررسي تعادل و توازن بين مناطق يكي از مباحث اساسي در حوزۀ سياست‌گذاري منطقه‌اي است. در اين مقاله سعي شده اشت كه، پس از آسيب‌شناسي برنامه‌هاي توسعۀ كشور در خصوص سياست‌گذاري توسعه و توازن منطقه‌اي، با استفاده از شاخص ويليامسون، نابرابري بين مناطق در دولت‌هاي اصلاحات، عدالت‌خواه و اعتدال‌گرا بررسي شود. تدوين و تصويب ضوابط ملي آمايش، تهيۀ اسناد ملي توسعۀ ‌استان‌ها ، طراحي و ايجاد نظام درآمد ـ هزينۀ ‌استان‌ها و نهادهاي اداري ـ مالي ذيل آن، اعطاي مشوق‌هاي لازم به سرمايه‌گذاران جهت سرمايه‌گذاري در مناطق كمتر توسعه‌يافته، ايجاد رديف‌هاي بودجه‌اي متوازن در قانون بودجه جهت ارتقاي شاخص‌هاي اقتصادي و اجتماعي شهرستان هاي كم‌برخوردار از مهم‌ترين رويكرد‌هاي تعادل‌بخشي به مناطق بوده است كه در برنامه‌هاي توسعه تجلي يافته است.نتايج شاخص ويليامسون نيز نشان مي دهد كه نابرابري بين ‌‌استان‌هاي كشور طي برنامۀ سوم (دولت اصلاحات) روند بدون تغييري داشته اما با آغاز برنامۀ چهارم توسعه (دولت عدالت‌خواه)، روند نابرابري بين ‌استان‌ها افزايش و درسال‌هاي پاياني دولت دهم(1390) اين روند كاهش يافته است. گفتني است اين روند كاهش نابرابري بين ‌استان‌ها در دولت اعتدال‌گرا ادامه دارد. درنهايت از طريق تكنيك swot مهم‌ترين نقاط قوت، ضعف ، فرصت و تهديد در عرصۀ سياست‌هاي توازن منطقه‌اي شناسايي و راهبردهاي اساسي ارائه شد.
