موانع همكاري دولت ها در مسائل زيست محيطي از منظر اقتصاد سياسي نوگرامشي گرايي

Analysis of barriers to states cooperation in environmental issues by Neo-Gramscianism political economy Theory

در دهه‌هاي اخير،همكاري هاي بين المللي گسترده ­اي در قالب كنوانسيون ­ها و موافقت‌نامه‌هاي بين­المللي براي مقابله با تهديدات جهاني ناشي از تغييرات زيست محيطي شكل گرفته است. اين همكاري‌ها علي­رغم وجود دستورالعمل­ هاي الزام­ آور در كنوانسيون‌هاي مختلف، در عمل موفقيت‌آميز نبوده است. هدف اين مقاله تبيين قرائتي انتقادي از موانع همكاري مؤثر دولت‌ها در زمينۀ مسائل جهاني زيست‌محيطي براساس رويكرد نوگرامشي گرايي در روابط بين الملل است. سؤال اين است كه چرا با وجود آگاهي فزاينده از فوريت تهديدات زيست‌محيطي، در عمل همكاري دولت‌ها فراتر از ارائۀ دستور‌العمل‌هاي ارزشي و آرماني نرفته و مشكلات زيست‌محيطي كماكان يكي از پايدارترين مسائل حل ‌نشده بين‌المللي باقي مانده است؟ در پاسخ به اين سؤال، پيروان نحلۀ نوگرامشي­گرايي، با به چالش كشيدن اصل دولت ـ ملت و فرضيۀ آنارشيك بودن نظام بين‌الملل به‌ عنوان عامل كاهش انگيزۀ همكاري دولت‌ها، سياست بين‌الملل را عرصه‌اي مي‌دانند كه نيروهاي سرمايۀ جهاني آن را صورت‌بندي مي‌كنند و باعث تشكيل نظامي سلسه‌ مراتبي در عرصۀ بين‌الملل مي‌شوند. به همين دليل آن‌ها معتقدند ساختار هرگونه رژيم همكاري ميان دولت‌ها ازجمله رژيم‌هاي زيست‌محيطي با توجه به منافع هژمون و نيروهاي سرمايه جهاني (بلوك تاريخي) وابسته به آن شكل گرفته است تا بر منافع ديگر كنشگران مثل كشورهاي درحال‌توسعه، جنبش‌هاي ضدهژمون و محيط‌ زيست­ گرايان حاكم شود.

Environmental degradation and its threats have become global in recent decades. To deal with these threats, International cooperation has been developed in the form of international conventions and agreements. However, international cooperation, in spite of the mandatory guidelines in various conventions, has not been successful in practice. The purpose of this article is to explain a critical Interpretation of the barriers to effective government cooperation on global environmental issues based on the of Neo-Gramscianism approach in international relations. The question is the question is why international environmental cooperation, in spite of growing awareness of environmental threats, has failed in practice and environmental challenges remain as unresolved international issues yet? In answer to this question, Neo-Gramscianism, while challenge both the centrality of the nation state and the underlying principle of anarchy in understanding and explaining international politics as a factor in reducing the incentive for state cooperation, argue that international politics is an area in which global capitalist forces which have generated a hierarchical international system. . For this reason, they believe that the any structure of regime’s cooperation between states, including environmental regimes, has been shaped by the interests of hegemony and the forces of the global capital (the historical block) Related to it.
