وضعيت رشته علوم سياسي؛ اكنون و آينده؛ ارزيابي يازدهمين همايش سالانه انجمن علوم سياسي ايران، اسفند 1396

(POLITICAL SCIENCE STATUS; NOW an‎d FUTURE (Evaluation of the Eleventh Annual Conference of the Iranian Political Science Association, March, 2017

همايش ­هاي سالانه انجمن علوم سياسي ايران كه از سال 1386 آغاز شده، با ده سال سابقه برگزاري، يكي از برنامه هاي منظّم اين انجمن مي­ باشد. آخرين مورد از اين نوع همايش، در اسفند 1396 با عنوان «وضعيت رشته علوم سياسي؛ اكنون و آينده» برگزار شد. سؤال اصلي بررسي حاضر، اين است كه اين همايش، به چه ميزان، با استانداردهاي همايش سالانه يك انجمن علمي، مطابقت دارد و محتواي در دسترس، به چه ميزان، دستاورد يك ساله علوم سياسي ايران را بازتاب مي­دهد؟ روش تحقيق، توصيفي تحليلي مي­باشد. مهم­ترين يافته­ هاي پژوهش: اين همايش تا حدودي، دستاوردهاي يك ساله علوم سياسي ايران را بازتاب مي­دهد، نشانه­ هايي از بهبود و پيشرفت اين دانش را منعكس مي ­كند و نسبتاً با استانداردهاي همايش­هاي علمي، مطابقت دارد. به علاوه، شركت كنندگان در همايش، به نمايندگي از اكثريّت جامعه علوم سياسي ايران، موضوعات تخصصي سياسي ايران را در چارچوب دانش متعارف علوم سياسي، تجزيه و تحليل كرده و در نقطه مقابل، اقليّتي اندك، به تحوّل بنيادين و ماهوي اين ديسيپلين نظر دارند. هم­چنين، علوم سياسي ايران، بنابر تحليل ارائه كنندگان سخنراني­هاي علمي و چكيده مقالات، در شرايط بحراني قرار داشته و ناكارآمد كردن اين دانش، به دليل استغناي دولتمردان كنوني ايراني از تحليل­ها، قواعد و يافته ­هاي آن، از معضلات اصلي اين رشته است. اصلاح اين وضعيت دانش سياسي در ايران نيز تنها در گرو پذيرش مرجعيت علم سياست در حوزه سياست­گذاري عمومي و قواعد حكمراني خوب از سوي نظام سياسي حاكم مي ­باشد.

The annual conferences of the Iranian Political Science Association started in 2007 and now after ten years is yet one of the regular programs of this association. The last of these types of conferences was held in March 2017 with the title of "The status of political science; now and the future". The main question of this article is how much this conference complies with the standards of an annual conference of a scientific association, and how relevant the content reflects the one-year achievements of the Iranian political science. The research methodology is descriptive-analytic. The results show that the conference reflects somewhat the one-year achievements of the political science in Iran, indicating some signs of the improvement and progress of this knowledge and is consistent with the standards of scientific conferences. In addition, participants in the conference, on behalf of the majority of the Iranian political science community, analyzed Iran's specialized political issues in the context of the conventional knowledge of political science, and on the contrary, a small minority would consider the fundamental and material development of this discipline. Meanwhile the "opening and closing speeches", "selected articles in the form of scientific speeches" and "abstracts of conferences," show the Iranian political science is in the crisis condition and the inefficiency of this science is because of the independence of the present Iranian authorities from interpretations, rules and their findings representing the main problem of this branch of science. Improvement of the status of political science in Iran lays only on the acceptance of political science as the authority in the field of general policy making and good governance rules on behalf of dominant political system.
