چكيده فارسي :
موفقيت هر سازمان ورزشي نيازمند برنامه ريزي راهبردي و ارائه راهبردهاي مناسب مي باشد. هدف تحقيق حاضر، شناسايي قوت ها، ضعف ها، فرصت ها، تهديدها و تدوين استراتژي براي هيئت واليبال استان تهران بود. جامعه آماري پژوهش شامل هيئت رئيسه و كادر مديريتي هيئت واليبال، روساي كميته ها و هيئت هاي شهرستان هاي تابعه، مربيان و كارشناسان خبره، اعضاي شوراي راهبردي و نخبگان ورزشي و مديريتي واليبال استان تهران به تعداد50 نفر بود كه همگي به عنوان نمونه به صورت كل شمار انتخاب شدند. در اين تحقيق تركيبي از روش هاي كيفي و كمي مورد استفاده قرار گرفت. براي گردآوري اطلاعات به صورت ميداني علاوه بر برگزاري جلسات و مصاحبه با اعضاي شوراي راهبردي تحقيق، پرسشنامه شناسايي سوات حاوي سوالات باز، فرم تعيين موقعيت راهبردي و فرم تعيين راهبردها استفاده شد.
روايي صوري و محتوايي پرسشنامه با نظر 17 نفر از اساتيد مديريت ورزش دانشگاه ها و اعضاي شوراي راهبردي تاييد گرديد و پايايي آن نيز با استفاده از آلفاي كرونباخ بالاي 8/0 به دست آمد. به منظور تحليل داده ها از آمار توصيفي، آزمون t تك نمونه اي و آزمون فريدمن، ماتريس ارزيابي عوامل داخلي و خارجي و ماتريس تعيين موقعيت راهبردي استفاده شد. يافته ها نشان داد هيئت واليبال استان تهران داراي 12 نقطه قوت،12 نقطه ضعف،13 نقطه فرصت و 14 نقطه تهديد مي باشد. وجود مربيان و داوران زبده در سطوح ملي و بين المللي مهمترين نقطه قوت، كمبود منابع مالي و وابستگي به فدراسيون مهمترين نقطه ضعف، جامعه آماري بالا در سطح استان مهمترين فرصت و فقدان قوانين حمايتي و ضعف در جذب اسپانسر مهمترين تهديد پيش روي بودند. با توجه به نتايج ماتريس داخلي (71/2) و ماتريس خارجي (31/2) موقعيت راهبردي هيئت واليبال استان تهران در منطقه رقابتي (ST) قرار دارد. از اين رو، پيشنهاد مي شود اين هيئت از نقاط قوت خود از جمله وجود مربيان، داوران و مدرسان تراز اول، كلاس هاي مربيگري و فراواني متربيان حداكثر استفاده را براي غلبه بر تهديد هاي موجود انجام دهد. تدوين برنامه عملياتي با تمركز بر جذب حاميان مالي، تامين تجهيزات مورد نياز هيئت هاي تابعه و توليد و پخش برنامه هاي آموزشي واليبال از مهمترين راهبردهاي مورد توجه هستند.
چكيده لاتين :
The success of any sports organization requires strategic planning and providing the right strategies.The study is to analyze strengths, weaknesses, opportunities and threatens, determining the strategic position and formulating the strategiesfor Development of Tehran Province Volleyball Board.
The population consisted of the board of directors, the entire staff of the volleyball board, the heads of the committees and boards of the subsidiary cities, the coaches and experts, the members of the Strategic Council and elite sports and volleyball management in Tehran province that all of them (50 persons) have been selected as samples. A combination of qualitative and quantitative methods was used in this research. In order to collect information in a field, in addition to holding meetings and interviewing members of the Strategic Council, the Swot Identification Questionnaire, open source questionnaire, strategic positioning form, and strategy form were used.
The face and content validity of the questionnaire was confirmed by 17 professors in sport management and members of the Strategic Council and its reliability was higher than 0/8. To analyze the data, descriptive statistics, one-sample t-test and Friedman test, internal and external factors evaluation matrix and strategic positioning matrix were used.
The findings showed that the volleyball board of Tehran province has 12 strength points, 12 weaknesses, 13 points of opportunity and 14 threat points. The presence of coaches and referees at the national and international levels as the most important strength, lack of financial resources and affiliation with the federation as the most important weaknesses, the high statistical community in the province as the most important opportunity and lack of supportive laws and weaknesses in attracting sponsors as the most important threats were known. According to the results of internal matrix (2/71) and external matrix (2/31), strategic position of volleyball board of Tehran province is located in competitive region (ST). Therefore, it is recommended to use its strengths, including the presence of coaches, referees and first level instructors, coaching classes and abundance of volunteers to maximize their use to overcome existing threats. An operational plan has been developed focusing on attracting sponsors, supplying equipment, the requirements of subsidiary boards and the production and distribution of volleyball training programs are among the most important strategies.
