چكيده فارسي :
حدود دو دهه از ايده تشكيل نهاد به منظور مطالعه و تهيه طرح‌هاي توسعه شهري، به ويژه طرح جامع شهر تهران در جهت ارتقاي جايگاه مديريت و برنامه‌ريزي اين طرح‌ها در كشور سپري شده است. نهاد، نهالي بود كه مي‌توانست در آينده شهر تهران و ساير كلان‌شهرهاي كشور به درختي تنومند تبديل شود، اما امروز در حالي به بيان اين تجربه پرداخته مي‌شود كه جز نام گمشده‌اي از آن در نظام مديريت و برنامه‌ريزي توسعه شهري كشور به يادگار نمانده است؛ گم شده‌اي تاريخي كه در سند طرح جامع شهر تهران به عنوان نقطه كانوني و امتياز گرانبهاي اين سند به محاق فرو رفته است.
مقاله حاضر تلاش مي‌كند به روش توصيفي- تحليلي و با مستندسازي، فرايند شكل‌گيري نهاد از آغاز تا انحلال را بررسي كرده و با استفاده از شناخت آسيب‌شناسانه، فرصت‌ها و تهديدهاي پيش رو، تصويري از نهاد مورد نظردر مديريت و برنامه‌ريزي طرح‌هاي توسعه شهري را ارائه كند. همچنين سعي شده با بررسي خلاء ناشي از عدم وجود نهاد در طول دوره‌هاي مختلف برنامه‌ريزي و تهيه طرح‌هاي توسعه شهري براي تهران، ضرورت تشكيل آن را شناسايي كند. نتايج بررسي‌هاي تحقيق نشان مي‌دهد تشكيل نهاد در شهر تهران ضرورتي تأخيرناپذير است كه سر انجام روزي مجدداً احياء خواهد شد. پرسش مهم اين خواهد بود كه نهاد چه زماني تشكيل خواهد شد و اين نهاد چگونه نهادي خواهد بود؟ پرسشي كه آينده به آن پاسخ خواهد داد.

About two decades have passed since the idea of setting up an institution to study and prepare urban development plans, in particular, the comprehensive plan of Tehran and improving the status of management and planning of these projects in the country. Institution was a seedling that could become a tree in the future of Tehran and other metropolises of the country. But today, as expressing this experience, only a lost name of it is remembered in the management and urban development planning system; lost in history, despite being included in the document of Tehran's comprehensive plan as the focal and precious point of this document, it has been forgotten.
The present paper tries to study the process of the institution formation from the beginning to its dissolution, through a descriptive-analytical method and documentation, and by using the pathological cognition of future opportunities and threats, it presents an image of the intended institution for the management and planning of urban development plans. It has also been attempted to identify the necessity of establishing an institution, by studying the vacuum created due to the lack of its existence during the various periods of planning and preparing urban development plans for Tehran. The results of the research show that the establishment of an institution in Tehran is an urgent necessity that will eventually be restored again one day. The key question will be when will the institution be formed and what kind of an institution will it be? A question that will be answered in the future.
