تبيين تغيير خط‌مشي‌آموزشي با بهره‌گيري از نظريه جريانات چندگانه؛ مطالعه موردي قانون تأسيس و اداره مدارس و مراكز آموزشي و پرورشي غيردولتي

Explaining Educational Policy Change Using Kingdon’s Multiple Stream, Law of The Establishment and Operation of Private schools and Educational centers

بدليل گستردگي عرصه تعليم و تربيت، هرگونه تغيير و تحول در آموزش و پرروش داراي پيامدهاي مستقيم در عرصه اجتماعي است. از اين جهت، فهم تغيير مداخله‌ها و خط‌مشي‌هاي عمومي در اين حوزه از اهميت زيادي برخوردار است. يكي از خط‌مشي‌هاي مهم در اين عرصه را مي‌توان قانون «تأسيس و اداره مدارس و مراكز آموزشي و پرورشي غيردولتي» دانست كه با اهداف مختلفي چون مشاركت مردم، رقابت بين مدارس و رفع مشكلات مالي به تصويب رسيده است. هدف پژوهش حاضر تبيين اين تغيير خط‌مشي با استفاده از نظريه جريانات چندگانه كينگدون است. بدين منظور، اين مدل به ­عنوان يكي از چارچوب‌هاي نظري فرآيند تغيير خط‌ مشي مدنظر بوده و عناصر- جريان مسئله (Problem Stream)، جريان سياست (Politics Stream) و جريان خط‌مشي (Policy Stream)- و مفروضات اصلي آن با نگاهي تطبيقي در قانون «تأسيس و اداره مدارس و مراكز آموزشي و پرورشي غيردولتي» مورد بررسي و تحليل قرار گرفته است. ازاين‌رو، روش مطالعه موردي (Case Study) بعنوان يكي از رويكردهاي تحقيق كيفي، محور پژوهش قرار گرفت و در جمع‌آوري داده‌ها از مطالعات كتابخانه‌اي و بررسي اسناد، مصاحبه‌ها و گزارشات مختلف پيرامون اين قانون استفاده شده است. نتايج حاصل از اين تحليل نشانگر آن است كه همزماني و تقاطع سه جريان فوق با مصاديقي چون مشكل بودجه و تأمين مالي در سطح آموزش و پرورش(جريان مسئله)، روي‌كار آمدن دولت جديد، ايدئولوژي بازار محور و تمايل به خصوصي‌سازي(جريان سياست)، ارتقاي سطح آموزشي و معيشتي در عرصه تعليم و تربيت (جريان خط‌مشي) و با محوريت سازمان مدارس غيردولتي و توسعه مشاركت‌هاي مردمي، بعنوان كارآفرين خط‌مشي، توانسته است قانون فوق را با اتخاذ راهبردهايي متنوع به تصويب برساند.

Because large extent field of education, training and breeding has direct consequences of any change in the social arena. In this respect, understanding of change interventions and public policies in this area is of utmost importance. One of the important policies in this area is the law, "the establishment and operation of private schools and educational centers" that have passed with different purposes such as participation, competition between schools and financial problems. This study aims to explain the policy change by using Kingdon's Multiple Streams. Therefore, this model been cosidered as one of theoretical frameworks of policy change process and the it’s Elements, Problem Stream, Politics Stream and Policy Stream and the main assumptions of a comparative approach to the law "the establishment and operation of private schools and educational centers" have been analyzed. Therefore, this paper we use case study method as a qualitative research approach. For data collection the literature review and a review of documents, interviews and various reports on this law has been used. The results of this analysis indicate that syncronization and the intersection of three streams above with instances such as the budget and finance in the level of education (the problem), the new government, market-oriented ideology and willingness to privatization (the policy), promoting education and livelihood in the field of education (the policy) focusing organization of private school and development of popular participation, as a policy entrepreneur, has managed to pass a law by adopting various strategies
