ارائه مدل بازآفريني اقتصادي بافت تاريخي با تأكيد بر نظم در نظريه كاركردگرايي ساختاري

Presentation of Economic Regeneration Model in Historic Fabric Based on Order in Structural Functionalism Theory

بافت تاريخي با توجه به ابعاد، موقعيت قرارگيري، نقش اقتصادي، اجتماعي و فرهنگي‌ در شهر، ضمن تأثيراتي در كاركرد عملكردهاي مختلف شهري، ثروتي ارزشمند محسوب شده كه مي‌تواند تأثير مهمي در توسعه و پيشرفت شهرها ايفا نمايد. امروزه رويكرد بازآفريني پايدار شهري با هدف بهبود همه‌جانبه و پايدار در وضعيت اقتصادي، اجتماعي و فيزيكي بافت‌هاي تاريخي، پا به عرصه مرمت و حفاظت گذاشته است. در حوزه علوم اجتماعي، نظريه كاركردگرايي ساختاري پارسونز با هدف برقراري نظم، تعادل، حفظ و بقاي نظام اجتماعي و بر اساس اصول مطرح‌شده در ديدگاه سيستمي، به‌وجود آمده است. در اين نظريه، پارسونز، نظام اجتماعي را به چهار حوزه تقسيم مي‌كند كه هر كدام از اين حوزه‌ها وظيفه‌اي خاص در قبال كل نظام اجتماعي بر عهده دارند. اين نظريه از حيث جامعيت و بررسي ابعاد مختلف، شباهت‌هايي با رويكرد بازآفريني پايدار شهري دارد. در اين پژوهش، بافت تاريخي به‌عنوان خرده‌نظام فرهنگي در سيستم شهر تعيين شده كه بنا بر نظريه كاركردگرايي ساختاري، خود به‌عنوان يك نظام اجتماعي مفروض است كه بايد شروط كاركرد و برقراري نظم نظام را داشته باشد. اين پژوهش به‌دليل وسعت موضوع، صرفأ بعد اقتصادي بازآفريني بافت تاريخي را مد نظر قرار داده است. مطالعات بازآفريني اقتصادي بافت تاريخي هر كدام مؤلفه‌هايي را معرفي كرده‌اند ولي تا كنون مدلي در اين عرصه معرفي نشده است؛ به‌همين دليل، اين پژوهش با هدف ارائه مدل بازآفريني اقتصادي بافت تاريخي بر اساس نظريه كاركردگرايي ساختاري و برقراري نظم و تعادل در اين سيستم، لازم و ضروري به‌نظر مي‌رسد. در پژوهش حاضر با روش تحقيق اسنادي و با روش تحليل- محتواي كيفي، به بررسي اسناد، بيانيه‌ها، منشورهاي بازآفريني و ادبيات پژوهش اين حيطه پرداخته شده است. اعتبار محتواي پژوهش با ضريب توافق 87.6 درصد ميان اساتيد و متخصصان مرمت و حفاظت در آزمون اسكات تأييد شده است. نتايج تحقيق نشان مي‌دهند كه مؤلفه ارزش اقتصادي، وظيفه سازگاري، مؤلفه سرمايه‌گذاري، وظيفه تعيين اهداف، فعاليت‌هاي اقتصادي درون بافت، وظيفه خرده‌نظام يگانگي و مؤلفه برندسازي، وظيفه حفظ الگوهاي پنهان بازآفريني اقتصادي بافت تاريخي را بر عهده دارند.

Historic fabric can perform an important role in the development of cities. Urban sustainable regeneration is one of the recent approaches in historic fabric. In this approach, all indicator of sustainable development including economic, social, cultural, management and environmental dimensions have been used in conservation of the historic fabric. All the principles of sustainable development have been proposed in regeneration. This research aim is explaining model of economic Regeneration in historic fabric based on Parsons Structural Functionalism. Structural Functionalism Theory has identified social system into subsystems which have A (Adaptation functions), G(Goal gratification functions), I(Integration functions), and L(Latent pattern maintenance functions). This theory was based on the concern for the stability or maintenance of social system. This paper merges structural functionalism theory with economic regeneration in historic fabric. Documents and statements of regeneration have been restored since the 1990s. Many studies have been done on this topic. Each of them proposes principles for the realization of regeneration but until now, comprehensive variables have not been introduced in this field. The Methodology of this research is Documentary method and qualitative content analysis in method. The model has been explained by analyses of documents, statements, charter and previous research. The zone of this research is all of the historical fabrics. The method of Data collection is documentary. The reliability of the research has been confirmed with a scorecard of 87.6% between the professors and protection specialists in the Scott test. Economic regeneration was characterized by four dimensions: Economic value, investment, Economic activity in historic fabric and Branding. These variables were located in structural functionalism theory. Economic value has been located in adaptation function; investment has been located in goal gratification function, Economic activity in historical fabric has been located in integration function and Branding has been located in latent pattern maintenance function.
